Page 1 of 3 The Department of Veterans Affairs Great Lakes Acquisition Center (GLAC) in North Chicago Il intends to negotiate a sole source contract with Government Marketing and Procurement LLC to monitor the motor vehicle Fleet at the Captain James A Lovell FHCC located at 3001 Green Bay Rd Chicago Il 60064 Please see SOW below for more details This contract will be for a Base Plus Four Year contract. This procurement is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The contract will be firm fixed price and the NAICS code is 541519 This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products, services and capabilities as well as references from other customers who are using these products and provide service for Motor Vehicle Fleet Management for the Captain James A. Lovell FHCC to the contracting officer NLT 11:00AM CST, 10 September 2019. Supporting evidence must be submitted in sufficient detail to demonstrate the ability to comply with the above requirements and attached Statement of Work, to include access to OEM parts for repairs. Responses received will be evaluated; however a determination by the Government to not compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Government Marketing and Procurement LLC STATEMENT OF WORK Objectives To put in place an all in one transportation program that will monitor every aspect of motor vehicle management to include maintenance, key and fuel card control, abuse, GPS and cell phone control, utilization, fuel usage, bread crumb trail tracking, reservation management and providing reporting requirement solutions with current database integration. Scope We want to purchase the software license and contract the system maintenance and hosting and everything listed in the objectives above. Tasks or Requirements This system must provide the following, Key and fuel card control within cabinets mounted in transportation, building 37 Portable GPS control within a cabinet mounted in transportation, building 37 Cell phone control within a cabinet mounted in transportation, building 37 Real time abuse monitoring via integrated GPS tracking system Utilization criteria tracked such as start miles, end miles, total miles, number of stops with locations, fuel cost with gallon used and type Integrated GPS bread crumb tracking Complete automated reservation management software with auto assign by first in first out complete with kiosk to be mounted in building 37 Must provide custom reports that are designed to be used in current tracking requirements such as CARS reports. Must be web based and have no access to VA inter or intra net, hosted by and maintained by the vendor. Must be easily expandable for future growth Onsite Training must be provided in the procurement. Custom reports must be available to show trending of utilization to be used for fleet right sizing and right typing. Software must print all travel documents necessary to meet VA requirements. Selection Criteria $66,000.00 has already been spent on the GPS units for the Fleet Commander software through Government Marketing and Procurement LLC which holds a GSA contract for such devices and software. This is the only responsible source and no other services will satisfy agency requirements. Deliverable or Delivery schedule OCT 1, 2019 Government furnished equipment and government furnished information We must provide the printer. Security NA Place of Performance This is equipment and software to be used on a government facility Period of Performance useful life cycle This contract should be written for the first year and 4 optional years.
