- Pre-solicitation notice is prepared in accordance with FAR Subpart 5.204 as supplemented with additional information included in this notice. The Government intends to use the procedures in FAR Part 12.204 for the acquisition of these services. The purpose of this notice is to publicize the intension of the Naval Supply Systems Command Fleet Logistics Center San Diego (NAVSUP FLCSD) to issue a 100 % Small Business competitive solicitation under Request for Proposal (RFP) No.N00244-19-R-0049 through the Navy Electronic Commerce Online (NECO) Website at link: https://www.neco.navy.mil/ and FedBizOpps Website at: http: www.fedbizopps.gov. The RFP is for The NAICS code applicable to this procurement is 541990, standard size $15M, The Federal Supply Classification is R799. The RFP release date is on or about 11 September 2019. The solicitation document will be available the week of September 9th 2019 on the Navy Electronic Commerce Online (NECO) Website at link: https://www.neco.navy.mil/ and FedBizOpps Website at: http: www.fedbizopps.gov. It is the responsibility of interested parties to register with NECO and/or FedBizOpps to download the synopsis, solicitation, all attachments and solicitation amendments. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced websites frequently, for updates and potential amendments to any and all documents. No paper copies of the RFP and its attachments or amendments will be provided. The RFP will include instructions for preparation of offeror proposals, the performance work statement, attachments, and evaluation criteria for proposals. Contractor registration is mandatory for offerors in the System for Award management (SAM) Website: https://www.sam.gov/. Ensure completion of On-Line Representations and Certifications. Only email communications to the Contract Negotiator will be accepted; no phone call communications or personal office visits with NAVSUP FLCSD or its internal and external customers regarding issues or questions pertaining to this Procurement will be accepted for the duration of the solicitation, evaluation and award process.
