- This is a Request for Information The Defense Health Agency (DHA), National Capital Regions - Contracting Division (NCR-CD), in support of The Walter Reed National Military Medical Center's (WRNMMC), Department of Pediatrics, in Bethesda, MD has an "Ongoing" Non-Personal Services requirement for a vendor within the National Capital Region (Within 50 Mile of WRNMMC) to provide Pediatric Intensivist patient care coordination in conjunction with Emergency, On-board Medical Personnel Assisted, Site to Site, Air and Ground Transport Services for their Pediatric Patients. The Government intends to procure these services on a sole source basis from Children's National Medical Center (CNMC), 111 Michigan Ave NW, Washington, DC 20010-2916, who is currently providing services. Market research has revealed that only CNMC has a personnel and transport system to meet Government's current requirement. There are no other vendors capable of providing the pediatric critical care resources in the National Capital Region, with respect to the estimated volume, coordination, and complexity required for performing Level 2 and Level 3 critical care transports. However, interested sources may submit a capability statement and supporting information for the NCR-CD consideration. Submissions should not exceed 10 pages in length and shall include business name, address, size, cage code, POC and any information that demonstrates the Offeror's experience and expertise with providing the Pediatric Transport Services and Coordination in the complexity and scope as detailed below. All submissions received by 2 pm EST within Seven (7) calendar days after the publication date of this notice will be reviewed for consideration by the Government. Submissions received after this period will be used as additional research material. Written inquiries may be directed to Carlos Sikaffy via email at carlos.a.sikaffy.civ@mail.mil The Pediatric Transport Service shall be available 24 hour a day, 7 days a week, 365 days per year, on an as-required basis to arrive at WRNMMC from the following Military Treatment Facilities (MTF) points of origin; a. Malcolm Grow Medical Center (MGMC), Andrews Air Force Base, Suitland, MD and; b. Fort Belvoir Community Hospital (FBCH), Fort Belvoir, Fairfax County, VA. The vendor shall have the capability to deliver Pediatric Transport Services with Onboard Medical Personnel for the following Transport levels and provide equipment that allows constant communication between the transport team and the critical care intensivist physicians during the transport. Intensivist coordination is required during each transport to ensure that any changes in clinical acuity are medically diagnosed and addressed immediately. It is anticipated that the vendor must have access to at least 10 Pediatric Intensivist and 10Registered nurses to satisfy this part of the requirement. Level 1 Transport- Transports staffed by an EMT-B and EMT-P. These transports are limited to non-critical patients (from point of origin to WRNMMC). Level 2 Transport- includes Level 1 staffing, with the addition of an On-board registered nurse. These transports involve more serious patients who may require the administration/maintenance of multiple medications administration/maintenance during transport as well as advanced airway management (from point of origin to WRNMMC). Level 3 Transport- includes all Level 1 and 2 staff, along with an On-board Respiratory Therapist or Physician. This transport involves patients with actual or suspected critical needs (from point of origin to WRNMMC). These transport services are defined as transport of children eligible for services. The transport of services to be provided by the contractor shall be given high priority. Pediatric Intensivists Responsibilities (Not an exhausted list) The Pediatric Intensivists works in support of the Pediatric Critical Care mission at Walter Reed Bethesda understanding the capabilities and limitations of WRNMMC, so that the appropriate transport level of care determinations can be made instantaneously, allowing the safest, most appropriate care for any child being transported and patient care to be performed upon arrival. They're also knowledgeable of patients that are transported and admitted to the pediatric inpatient unit and Neonatal Intensive Care Unit (NICU) in the event the patient needs to transferred to the PICU. Pediatric Intensivists Qualifications (Not an exhausted list) Completion of a minimum of two (2) years formal training (Fellowship) in Pediatric Intensive Care (Critical Care ) from the Accreditation Council for Graduate Medical Education (ACGME) approval facility with Board Eligibility. Actively seeking Board Certification (in process of becoming Board Certified within eighteen (18) months or Board Certified in Pediatric Critical Care; and/or five (5) years of extensive experience in Pediatric Intensive or Critical Care; or certification of Residency in Pediatrics from Accreditation Council for Graduate Medical Education (ACGME) approved U.S. Facility or overseas program. The contractor can be a graduate from a Liaison Committee on Medical Education (LCME) approved U.S. or Canadian Medical School or graduate from foreign medical school listed by the World Health Organization. Possess experience in a Pediatric Residency Training Program and also in a Critical Care Fellowship Training Program as Consultant or residency instructor. Possess and maintain a current valid unrestricted license to practice medicine in any state in the United Sates, The District of Columbia, Puerto Rico, or the Virgin Islands. Possess and maintain a current Drug Enforcement Administration (DEA) registration number to prescribe controlled substances. The medical license shall be from the state in which the contractor or contractor's employees are registered with the DEA.
