1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. a. Project Title: Convection Steamer b. Description: VA Southern Nevada Healthcare System is seeking a contractor to provide a convection steamer for bldg 5 of their Medical Center. c. Project Location: VA Southern Nevada Healthcare System, 6900 N. Pecos Rd. North Las Vegas, NV 89086 d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26219Q1296. e. Set Aside: This solicitation is 100% set aside for Service Disabled Veteran Owned Small Businesses IAW Public Law 109-461, 38 USC Section 8127 f. Applicable NAICS code: 333318, Other Commercial and Service Industry Machinery Manufacturing g. Small Business Size Standard: 1000 Employees h. Type of Contract: Firm Fixed Price i. Period of Performance: 10 days after award 2. Salient Characteristics 2.1. Item Name. Two compartment floor model convection steamer, Cleveland Model No. 24-CGA-10.2 or equal. 2.1.a. The two-compartment floor model convection oven will be used to produce a variety of meal items that will be served to our patients. This piece of equipment allows the foodservice department to prepare healthier foods that maintains its color and nutritive value. 2.2. Item Description and Requirements: 2.2.a. The equipment must be designed for food preparation in an industrial environment. 2.2.b. The equipment must have two separate compartments. 2.2.c. Each compartment must have the capacity for at least five (5) full hotel pans. Full hotel pans are 12 x 20 x 2.5 deep. 2.2.d. The equipment must have the capacity for a total of ten (10) full hotel pans. 2.2.e. The equipment must be designed to sit on the floor. 2.2.f. The equipment must be a pressure-less steamer. 2.2.g. The equipment must be designed to use natural gas for operation of the equipment. 2.2.h. Each compartment must operate independently of the other. 2.2.j. Each compartment must have its own steam generator, gas valve, and water level controls. 2.2.k. Equipment must use forced air. 2.2.l. Each compartment must generate at least seventy-two (72) million (M) British Thermal Units (BTUs). 2.2.m. The equipment must have an automatic autofill that begins at startup. 2.2.n. The equipment must be designed for easy lime/water deposit cleaning. 2.2.o. The equipment must include a standby or similar mode that keeps the generator at the desired steaming temperature. 2.2.p. Each separate compartment must have a timer that can be set for at least sixty (60) minutes and can be bypassed with a manual bypass switch. 2.2.q. Each compartment must have control(s) that includes a load-compensating thermostat that automatically adjusts the cooking time in relation to the volume of food being cooked. 2.2.r. All compartment doors, cooking compartments, and steam generators must be made of 14-gauge 304 stainless steel or better quality and more durable steel. 2.2.s. The equipment doors must have an air tight, self-adjusting seal and the door gasket must be reversible. 2.2.t. The drain power control system must include a one-half inch (1/2 ) ball valve style or more versatile drain that has the ability to turn the power ON/OFF by itself. 2.2.u. The equipment must have steam jets made of a material that is at least as durable as brass or made of brass, that evenly distributes the steam for speedier cooking times. 2.2.v. The controls of the generator should be easily accessible for ease in servicing the unit. 2.2.w. The legs of the equipment must be six inches high (6"H) (+/- ½ inch), steel adjustable legs with flanged feet approvals in accordance with CSA (AGA, CSA) Guidelines and Underwriters Laboratories (UL)/National Sanitation Foundation (NSF)#4 Guidelines. 2.2.x. For safety purposes, the equipment must have an automatic steam shut off system that shuts off the steam when a compartment door is open. 2.2.y. The equipment must meet the National Sanitation Foundation (NFS International) standards for commercial equipment. 2.2.z. To fit under the existing hood and in the designated space, the dimensions must be 24 W (up to a +2 ) x 33 ½ D (up to a +2 ) x 65 ½ H (up to a +4 ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02, dated 5/6/2019. FAR 52.233-2, Service of Protest h. VAAR 852.233-70, Protest Content/Alternative Dispute Resolution i. VAAR 852.233-71, Alternative Protest Procedure 4. Submit written offers in accordance with the following instructions, as well as Addendum to FAR 52.212-1, Instruction to Offerors. Oral offers will not be accepted.
