The document above is the Request for Proposal (RFP) for Municipal Solid Waste on Kadena AB and other various military installations, Okinawa Japan The Air Force is soliciting proposals from qualified vendors for a firm-fixed price contract for municipal solid waste collection, transportation, and disposition services, located at Kadena Air Base and various other Military Family Housing (MFH) locations in Okinawa, Japan. The procurement is a commercial acquisition wherein the contractor shall provide all personnel, equipment, tools, material, vehicles, supervision, and other items and services necessary to perform municipal solid waste collection, transportation and disposition services on Kadena Air Base, and MFH tenant locations on Okinawa. This is a Request for Proposal for a commercial acquisition using Commercial Acquisition procedures (Reference FAR Part 12) and will be negotiated pursuant to FAR Part 15. The 18th Civil Engineering Squadron has a requirement for municipal solid waste collection, transportation, and disposition services, located at Kadena Air Base, and various other Military Family Housing (MFH) locations in Okinawa, Japan. The proposed contract will be awarded using full and open competition. This service will be conducted at Kadena Air Base, and various other military family housing areas on Okinawa, Japan. Period of performance will be 1 basic year and 4 option years. The government intends to make one award to the offeror that represents the best overall value considering price and past performance. Solicitation No. FA5270-19-R-A0007 will be issued as a Request for Proposal with a North American Industry Classification System (NAICS) code of 562111. The solicitation is being issued electronically on 04 September 2019 at www.fbo.gov. Proposals will be accepted when submitted via e-mail to ryan.weitgenant.1@us.af.mil or when hand carried; proposals must be deposited in the bid depository located at 18 CONS/PKA, Bldg. 99, Kadena AB, Okinawa. Offerors must submit a paper copy of their proposal as well as all information required by the solicitation if proposal is submitted by email. Facsimile, telephone or written request for the solicitation package will not be honored. HARD COPIES OF THE SOLICITATION WILL NOT BE ISSUED FOR ANY REASON. All prospective offerors interested in submitting proposals must have a Commercial and Governments Entity (CAGE) code, and must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) in order to be eligible for receipt of contract award. Questions you may have regarding this impending acquisition should be inputed in Attachment 4 - Questionnaire Form and submit to the point of contact (POC) at the designated time on the document. NOTE: This notice does not obligate the Government to award a contract, does not restrict the Government in its ultimate acquisition approach or obligate the Government to pay for any proposal preparation costs.
