Provide answers to questions. See following page. Questions and Answers (and Attachments) Is the scope of this analysis to include the data center area in Exhibit B only, or the balance of the facility as well? The entire facility outlined in ORANGE in Exhibit A represents the extent of the grounding design study. How many levels in the facility? 3 Floors and a Diesel Generator/Storage Tank Yard. What is total square footage of the area to be included in the scope of the analysis? 4. How many electric utility services? There are two redundant 12.5kV feeders connected to two Automatic Throw Over (ATO) Switches. These ATOs feed three Power and Distribution System for the VA Facility. The facility and Data Center Power System A shares three 2MVA transformers in one electrical service room internal to the Facility. Power System B has two redundant 2.5MVA transformers and Power System C has two redundant 2.5 MVA transformers. How many standby generators? Four diesel generators on Power System A. Two diesel generators on Power System B. And soon to be installed, two diesel generators on Power System C. Will it be possible to shut down main service switchboards/switchgear and generators to allow for inspection of internal grounding/bonding connections? On a case by case basis only. Are facility drawings such as electrical one-lines, floor plans, grounding details available? If so, in what electronic format? Existing electrical one-line diagram (23-Aug-16) has errors and is out-of-date. A new Electrical One-Line Diagram (red line one-line diagram) was started but only got to about 35% complete. Both are attached. Section 2.4 mentions some electrical engineering tools and test equipment at site that may be used, if necessary. Can you provide specific information on what is available? 3PH Power Quality Logger, Multimeters, and 3x HRC 4 PPE Suits and glove kits. Section 3.1 mentions possibility of limited access to certain areas. Are any of these areas included in the portion of the facility where the grounding analysis will focus? Yes, computer, electrical, and telecom room access is restricted. Security background checks and acknowledgement of rules of behavior must be accomplished first before contractor work can be performed. Can you provide more details about limited access i.e., is access limited to outside of normal business hours, during certain times of each month, etc.? All contractor work shall be performed on a non-interference basis to daily Data Center Operations (Computer, Electrical, Telecom rooms, and Generator/Tank Yard/Alleyway). Visual inspections are allowed in these rooms during normal business hours as well as other assessment activities based upon prior VA approval. De-energizing/re-energizing system equipment work may need to be performed after hours. Contractor work to be performed on the Facility (non-Data Center Operations) shall be accomplished during normal business hours unless required after hours by the VA. A contractor planning and scheduling for all work shall be approved prior to start work at the facility. New Amendment lists Item A.1 Price/Cost Schedule and A.2 Delivery Schedule. But original RFQ document lists B.3 Price/Cost Schedule with no. of items, which is quite different than posted in amendment. Please clarify which price/cost schedule to be submitted? Are we required to provide total fees of entire scope of work described in this RFQ? Please use B.3 in the original RFQ when submitting pricing. Yes, please submit pricing for entire scope of work described in the RFQ. Could we get a copy of the As Built/Record copy of the existing electrical system on line diagram for us to estimate the effort for grounding study and design? See attachment below. Existing electrical one-line diagram (23-Aug-16) has errors and is out-of-date. Is electronic submission of this offer acceptable? Yes. According to RFQ paragraph 2.5, all engineers are required to be a professional engineer licenses by Texas Board. Our engineers are currently not licensed by Texas board but by several other states. However, if we become successful awardee for this RFQ, we will obtain our Professional Engineer licenses by reciprocity method allowed by Texas board of professional engineer. Please confirm that this will be acceptable in evaluation of our proposal. YES, if reciprocity can be achieved prior to first submittal and all submitted plans, specifications, drawings, and reports associated with this project are signed by an actively licensed electrical PE with Texas stamp. In the Cost Schedule at B.3 are we to provide one-unit price number only or rates and hours by the disciplines provided in each box? The confusion comes from the listing of disciplines within each block but just one line. A simple, single lump sum for each CLIN would be easiest. Yes, a single lump sum for reach CLIN is acceptable.
