Page 2 of 2 INTENT TO SOLE SOURCE FAR 13.106(b) The Department of Veteran Affairs (VA), Veterans Health Administration (VHA), Network Contracting Office 2 (NCO2 ), intends to award a sole-source Firm-Fixed Price base plus one (1) option year contract for the procurement of Air Fluidized Therapy Bed Rentals for the Albany Stratton VA Medical Center at Albany NY with Hill-Rom., in accordance with 41 U.S.C. 3304(a)(1) as implemented by FAR 13.106-1(b)(1), Soliciting from a Single Source not exceeding the Simplified Acquisition Threshold. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of October 01, 2019 to Hill-Rom, 1069 State Route 46 East, Batesville, IN, 47006-9167. This is a Brand-Name Only requirement to satisfy the minimum requirements of the Albany Stratton VA Medical Center Geriatric Service. The requiring activity is in need of these items to properly treat patients with complex, advanced wounds that are difficult to heal. They are for use of advanced level stage III/IV wound ulcers, grafts and flaps, and burns or intractable pain. Market research determined that Hill-Rom is the only company that can provide these bed rentals for the Envella model. Specifically, these beds have the technology of actual air fluidized beds that combines with medical-grade, silicone-coated, beading technology along with temperature regulation. This technology has been proven to work on patients with stage III/IV pressure ulcers who have not shown healing progress on the simulated air technology beds. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement NLT September 11, 2019 at 4:00 PM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the brand-name required service rental. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24219Q1208 Notice of Intent. If after September 11, 2019, and no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Hill-Rom. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
