- Procurement Item Description (PID), Packaging & Marking 32 National Stock Numbers (NSNs) Nomenclature: Tube, Metallic or Pipe, Metallic Acquisition Method Code/Acquisition Method Suffix Code (AMC/AMSC) of Code 1G (The Government has rights to the technical data, the data package is complete, and there are no technical data, engineering, tooling or manufacturing restrictions.) This acquisition is for supplies for which there are approved Government drawings. Freight on Board (F.O.B.) will be at Origin. Inspection and Acceptance varies by NSN. The proposed procurement will be a Long Term Contract (LTC) and will be for a total of five (5) years, including three (3) base years and two (2) option years. The total duration shall not exceed 5 years. The Government required delivery varies by NSN. The Product Item Description (PID), Packaging and Marking information for these items is in the attachment to this notice. Based upon market research, the Government is using the policies contained in FAR Part 15 - Contracting by Negotiation - in its solicitation for the described supplies or services. This will be solicited as a HUBZone (Historically Underutilized Business Zone) Small Business Set-Aside. The solicitation will be available at https://www.dibbs.bsm.dla.mil/rfp/default.aspx on or about its estimated issue date of September 19, 2019. RESPONSE DATE: Offers/Responses will be due prior to the closing date and time specified in Block 9 (Offer Due Date/Local Time) on Page 1 of Standard Form (SF) 33 (Request for Proposal). All responsible HUBZone sources may submit an offer/proposal, which shall be considered. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance, and other evaluation factors, as described in the solicitation. One or more of the items under this acquisition may be subject to an Agreement on Government Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English language and in U.S. dollars. All interested suppliers may submit an offer. Notice: This solicitation contains DLAD Procurement Note L09 for Reverse Auction (RA). The Government reserves the right to activate this provision after timely offers have been received and evaluated.
