- SOURCES SOUGHT ANNOUNCEMENT FOR MK176 MOD 0 BATTERY POWER SUPPLIES Reference N61331-19-SN-Q17 THIS IS NOT A REQUEST FOR PROPOSALS The Naval Surface Warfare Center Panama City Division (NSWC PCD) is soliciting capability statements from potential sources to provide MK176 MOD 0 Battery Power Supplies. The items must meet the requirements of the Naval Sea Systems Command (NAVSEA) drawings. Delivery will be to the Naval Support Activity Panama City, Receiving Officer, Building 100, 110 Vernon Ave, Panama City Beach, FL 32407-7018. This requirement contains distribution-limited drawings subject to the Arms Export Control Act (title 22, U.S.C. Sec 2751, et seq) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401 et seq. Naval Warfare Center, Crane Division and Energy Conversion Company (ECO) are the only approved manufacturers of the MK176 battery and the only approved source for the MK 153 Mod 0 battery Cell for use in making the MK 176 Mod 0 Battery. Any future manufacturer of a MK 176 Mod 0 battery shall source their MK 153 Mod 0 Battery Cells from ECO. This is a request for information (RFI) and not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and at no cost to the Government. The Government will not provide any compensation for any information provided as a result of this announcement. Contact with Government personnel, other than the Points of Contact (POC) listed herein, by potential Offerors or their employees regarding this requirement is strictly prohibited. Requirement: The DRAFT Statement of Work (SOW) and Naval Sea Systems Command (NAVSEA) drawings specifies the technical requirements for the MK176 Battery Supplies. Further documents applicable to the sources sought include: 1.NAVSEA S9310-AQ-SAF-0101 Rev 2 Technical Manual for Navy Lithium Battery Safety Program Responsibilities and Procedures Rev. 2 2.Weapon Specifications: WS33262_C and WS33309_B 3.MK 176 Mod 0 Technical Drawings The Navy invites both large and small businesses to respond to this Sources Sought announcement. The applicable North American Industry Classification System (NAICS) for this requirement is 335999. Interested small business concerns that are certified and qualified as a small business under NAICS 335999, and registered in Sam.gov under NAICS 335999 shall provide evidence that the company can provide the required services. Responses shall be submitted electronically in Portable Document File (PDF) format, and be limited to 20 pages to the Contract Specialist, Davis Perkins via email at Davis.D.Perkins@navy.mil by 4:00 CST on 6 September 2019. Responses must include the following: (1) Describe capability of performance as related to DRAFT Statement of Work (SOW); (2) Provide name and address of firm; (3) Indicate size of business including average annual revenue for past three years, number of employees, and status: Large, Small, Small Disadvantaged, 8 (a), Women-Owned, HUB-Zone, Veteran- Owned and/or Service-Disabled-Veteran-Owned Business; (4) Represent ownership including Country of Ownership, System for Award Management (SAM) information, and DUNS Number if available; (5) Include number of years in business; and (6) Provide two points of contact including: name, title, phone, fax, and e-mail address. (7) If collaborating with another company, describe capability of performance of partner company or business attributes desired to ensure the partner company is capable of performance. There is no specific format or outline submittals that one must follow. Summaries should be no longer than 20 pages in length. THIS SOURCES SOUGHT ANNOUNCEMENT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT, OR ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. THIS ANNOUNCEMENT CLOSES ON 6 September 2019 AT 4:00 PM CST.
