Description
The U.S. Army Corps of Engineers - St. Paul District is seeking a contractor to provide a comprehensive Employee Assistance Program (EAP) to the employees of the St. Paul District and their family members. The objective of the EAP is to enhance employee productivity, positive job performance, and retention by providing professional counseling services to assist employees in addressing personal concerns. Employees and their family members may request diagnostic services, short-term counseling, referral services, casemonitoring and follow-up services. Services may be requested for social, economic, vocational, or other personal concerns, including but not necessarily limited to: drug and alcohol dependency, marital and relationship problems, legal and financial problems, health problems, sexual harassment/assault response, parental and elder care issues, stress management, identification of suicidal thoughts/tendencies, and emotional/psychological/behavioral problems. In addition, the contractor will provide: - Consultation and information to employees returning from overseas assignments to conflict zones - Training sessions for supervisors on EAP availability and procedures - Diagnostic services, short-term counseling and referrals IAW the Corps drug testing program - Seminars on wellness topics - Traumatic incident response - Mediation services - Comprehensive website that includes information, resources, self-assessments and training on a variety of topics The U.S. Army Corps of Engineers - St. Paul District is an entity of the Federal Government employing over 600 civilian employees in a variety of "blue collar" and "white collar" occupations. Approximately half of the employees are in the St. Paul-Minneapolis metro area. The remainder of the employees are located at field sites in Minnesota, Wisconsin, Iowa, North Dakota, Illinois, and Missouri. This solicitation is 100% set-aside for small businesses, under NAICS 624190, with a size standard of $12,000,000. Offerors must be fully registered in the System for Award Management (SAM) - www.SAM.gov to include current FAR and DFARS Representations and Certifications.
