The purpose of this notice is the conduct market research and obtain information from qualified businesses with special interest in seeking: Small Businesses (SB); VA certified Service Disabled Veteran Owned Business (SDVOSB) and Veteran Owned Small Business (VOSB) small business concerns. No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to an acquisition approach. Your responses will be due by Friday, September 7, 2019, 1:00PM (PST) to the point of contact listed below. The U.S. Department of Veterans Affairs, Network Contracting Office 20, and VA Puget Sound Healthcare System located at: 1660 S. Columbian Way., Seattle, Washington, 98108 anticipates a requirement to procure a Genetic Sequencing and Analysis System. Description: A Genetic Sequencing and Analysis System is an instrument used for electrophoresis that will be used for genotyping and sequencing patients with neurodegenerative disorders, controls and relatives. Instrument Description: A Genetic Sequencing and Analysis System is an 8-capillary, fluorescence-based capillary electrophoresis system used for research in genetic analysis. It can process multiple runs at the same time. An electrophoresis system includes polymer, a multiple capillary array, a cathode and anode with anode buffer. Run conditions can be optimized for DNA sequencing and fragment analysis applications with automated DNA separation, detection and data analysis to generate base-called or size-called results. The Genetic Sequencing and Analysis System components must contain: Capillary electrophoresis instrument 8-capillary array Pop 7 polymer Dell computer workstation with flat-screen monitor Genetic Sequencing and Analysis System must utilize: Capillary electrophoresis technology for processing multiple runs with up to 8 reactions per run. Multiplexing capabilities for DNA fragment analysis with up to 6 unique dyes Thermal system design for temperature control for DNA fragment analysis applications Single-line 505 nm, solid-state, long-life laser utilizing a standard power supply that doesn t require heat removal Integrated data collection with primary analysis software for real-time assessment of data quality Radio frequency identification (RFID) technology Record key consumable administrative information: Track usage Warns users of replacement status Application flexibility one array and one polymer (which can be used for sequence or fragment analysis) Automated setup, operation, and maintenance Integrated software for: instrument control data collection quality control auto-analysis of sample files for base-calling and fragment sizing DNA fragment analysis for up to 6 unique dyes System must produce AB1 and.FSA files for sequence analysis and fragment analysis respectively. These files must be compatible with analysis using Sequencing Analysis 5.2 (Applied Biosystems), Sequence Scanner 2 (Applied Biosystems), Mutation Surveyor V4.0.7 (Gene Codes), and Genemapper (Applied Biosystems). Must be able to run 36 cm array until data quality is compromised, rather than forcing user to change the array after a specific number of runs. Array must get greater than 500 runs in order to keep costs below $.075 per run. Must be able to run 3.5 mL bottles of Pop7 polymer until the polymer is used up, rather than combining polymer with the array and forcing the user to change both after a defined number of runs. Place of Deliverance: VA Puget Sound Healthcare System Seattle VA Medical Center 1660 S. Columbian Way Seattle, WA 98108 The Appropriate NAICS code 334516 and the small business size standard are 1,000 employees. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the System for Award Management (SAM) database prior to award of a contract. ALL INQUIREIES SHALL BE MADE TO: Contracting Officer: Jared Zinsmeister NCO 20, Boise, Idaho; email: jared.zinsmeister@va.gov
