Description
Sole Source Intent Notice Monitoring and Technical Assistance The Federal Railroad Administration (FRA), Washington, DC, intends to award a sole-source firm-fixed-price contract to Booz Allen Hamilton to extend support services to two complex grant projects for approximately 180 days. This proposed contract action, for which the Government intends to solicit only one source under authority of FAR 6.302-1, is for program support to include performance and compliance monitoring, technical assistance and deliverables review. Extending the support will save time and resources for the grant project teams. FRA works with 24 participating agencies and six cooperating agencies engaged in the environmental process. The large number of cooperating and participating agencies has created schedule constraints related to each agency's review timeframes and signature processes. The provider has learned the unique ways that each agency views the particular projects and how these agencies get involved in moving the projects forward. The provider has institutional knowledge of the projects and has been actively engaged in all areas of project development including responses to public comments, development of the Federal Environmental Impact Statements (FEIS), Biological Opinion and Section 106 Programmatic Agreements. As important milestones and deliverables near completion, transitioning to a different provider may negatively impact the project schedule and delivery. This synopsis is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement. Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirement are requested to provide an e-mail to the FRA point of contact, Mr. Isaac Rosier, Jr., (Isaac.rosier@dot.gov) no later than 3:00 p.m. EST Wednesday, 09/18/2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
