Description
1. Purpose: This RFI is issued on behalf of the Federal Bureau of Investigation (FBI) for the potential of purchasing or leasing a long-range aircraft. The purpose of this RFI is to gather information to allow the FBI to obtain technical information on the available inventory for purchasing or leasing a long-range aircraft that meets the requirements listed in subparagraphs 3.2 through 3.4 below. This is not a request for proposal (RFP) or quote (RFQ). This RFI is for market research purposes only. This RFI does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. Not responding to the RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on FedBizOpps; it is the responsibility of potential offerors to monitor FedBizOpps for additional information pertaining to any such solicitation. 2. Background: The FBI requires an alert aircraft to provide a rapid response to transport Department of Justice (DOJ) personnel world-wide in support of Counterterrorism and other sensitive FBI investigations. Interested sources are requested to provide the following information: • Technical information and pricing information for purchasing a alert aircraft that meets the requirements listed in Sections 3.2 through 3.4; • Technical information and pricing information for leasing a alert aircraft, assuming a base year and four, one-year option periods. • Technical information and pricing for completing a conversion to a Combi A/C if not already a Combi. 3. Instructions: Please direct any questions to the email addresses below by September 17, 2019, 13:00 CST. All questions will be answered on or before September 27, 2019 via FedBizOpps. Questions must be submitted in the following email format: Subject Line: RFI FUA-DJF192200PR0006667 : Long Range Aircraft Buy or Lease Decision, Question - (Contractor's Name) Interested parties should submit their questions this RFI in electronic Microsoft Word compatible or PDF format listing all questions using a numbered sequence for each separate question to the attention of: Anthony Russell via email to ARussell2@fbi.gov and Jared Jackson via email to JBJackson@fbi.gov All information should be unclassified and should not exceed seven (7) single-sided 8 1/2 by 11 inch pages, with one inch margins in no smaller than 12 point font in Times New Roman theme. The Government reserves the right to refuse to respond to questions greater than the above page limitation. Please respond with the following information: 3.1 Contractor Data: Respondents shall include the following in its capability statement: Cover letter with company name, address, telephone number, a point of contact with e-mail address, Federal Cage Code, Data Universal Numbering System (DUNS) number, Central Contractor Registration Number, business size, and security clearance level. 3.2 Technical Requirements: Alert aircraft shall meet or exceed the following technical requirement: • Boeing 757-200 passenger aircraft with new or pre-owned engines, the airframe needs to be L/N 210 or later, under 35,000 cycles. • A Combi aircraft is preferred • Aircraft must be titled in the United States • 4 door variant is preferred • A/C needs to be powered by Rolls Royce Engines RB211-535E4-B • Capable with or without interior modification of carrying no less than 75 (Seventy-Five) to 100 (one-hundred) passengers and associated bags (a minimum of 2 per passenger/large duffle-type bags) and transporting a minimum of 4000 cubic feet of cargo in approved cargo containers, capable of transporting air force 463L pallets or ULD's • Meet all FAA requirements to be certified ETOPS - 180 • Minimum of one galley located in main passenger seating area • Minimum of one lavatory • Intergraded air stairs would be preferred • Navigation and communication equipment needed to meet all requirements for worldwide travel, currently, and any requirements coming in the next 2 years. The following requirements are preferred but not required: • Secura-plane camera system with three cameras or equivalent • Aircell/GOGO System Antenna or equivalent • KU or Ka Band, Iridium, and/or Yonder Sat System Antenna or equivalent • TACSAT UHF Antenna or capability to install 3.3 Support Requirements: • Provide Aircrew that are US citizens and are available 24/7 for 365 days a year, and able to respond in required time • Provide Logistics support, loading A/C, weight and balance calculations, etc. • Maintain Aircraft and repair aircraft, including all required inspections and heavy checks • Flight planning, flight clearances, dispatch and coordination with destination airport for logistical services, equipment required for unloading and loading, fueling etc. 3.4 Technical Specifications of Alert Aircraft: Provide the following information with your response: • Serial number and tail number of aircraft • Year manufactured • Airframe total flight hours and landings • Landing gear cycles • Engine make and model, hours, cycles • Heavy maintenance status, latest inspection for airframe and components • Current configuration (passenger or combi) • Maintenance schedule, and estimated down time for each maintenance check ( assuming low utilization of aircraft, 150 - 250 hours per year ) 3.5 Proprietary Information: Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, proprietary information should be segregated. Please be advised that all submissions become Government property and will not be returned. 3.6 Pricing Information: Using the specifications listed above, provide the following information with your response: • Pricing information for purchasing an alert aircraft • Pricing information for leasing an alert aircraft, assuming a base year and four, one year options • Pricing information for completing a conversion to a Combi A/C if not already a Combi.
