Description

SF - 1009 SOLE SOURCE JUSTIFICATION FOR ACQUISITIONS AT OR BELOW THE SIMPLIFIED ACQUISITION THRESHOLD The Internal Revenue Service (IRS) Southern Region Midstates Procurement Office intends to issue a purchase order on a sole source basis to Opex Corporation, 305 Commerce Drive Moorestown, NJ 08057-4234. The IRS Criminal Investigation (CI) requires two (2) OPEX Falcon High Speed Scanners for its Data Processing Center (DPC). The scanners are necessary to provide efficient scanning project delivery for requests from evidence obtained through the Criminal Investigation process. The following band name products are required as follows: (2) Falcon Base Machine with Corrugator (na) 120V (Scanner); (2) Falcon Manual Height Adj T-Stand; (2) Falcon Windows 10 64 Bit with Bitlocker Software (included) - Perpetual; (2) OPEX Image Tools Software - Perpetual; (2) Falcon Camera Arm Stand Alone Camera Excluded; (2) Falcon Multislot ID Assist Tower; (2) Falcon Multislot ID Assist Tower; (1) Fee-Professional Services; (2) Service: Falcon Base Machine w/Corrugator (na) 120v (12 month warranty); (2) Service: Falcon Multislot ID Assist Tower (12 month warranty); (2) Service: Falcon OPEX Image Tools Annual License Fee (12 month maintenance & updates). The Government intends to solicit and award with one source under the authority of FAR 6.302-1(c). This notice is neither a request for proposals nor a solicitation of offers. Any other interested organizations must submit a written statement of their capabilities and qualification to fulfill this requirement to the identified point of contact as soon as possible, but not later than 10:00 am (CST) on September 6, 2019. All inquiries and concerns shall be addressed in writing to CO Yvette Terrell, yvette.a.terrel@irs.gov. Any such statement of capabilities and qualification received by the deadline will be evaluated solely or the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
