- CONSTRUCTION OF THE BATTALION COMPLEX OPERATIONS BUILDING AND HANGAR FACILITY, JOINT BASE LANGLEY-EUSTIS, VIRGINIA THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Norfolk District, Corps of Engineers is conducting Market Research and seeking eligible small business firms capable of performing construction services for the Battalion Complex Operations Building and Hangar Facility, Joint Base Langley-Eustis, Virginia. This is a sources sought notice only and is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of an award. Upon review of industry response to this sources sought notice, the Government will determine whether set-aside procurement in lieu of full and open competition is in the Government's best interest. All Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses are encouraged to respond. Large Business submittals will not be considered. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. NO AWARD will be made from this sources sought notice. Project Description: The Operations Building is a 125,000 sf multi-story, secure facility that will house operational and administrative spaces including a Controlled Access Area (CAA); armory, private and open offices; multi-purpose team room; conference; training; storage; personnel support spaces (kitchen/serving, medical aid station, physical therapy, locker rooms, laundry, restrooms); and uninterruptible power supply. The Hangar is a 225,000 sf multi-story, secure facility and aircraft paint shop. It will house fixed wing and rotary-wing aircraft bays; tool room; repair, Aircraft Life Saving Equipment, rotor balance, and wash shops; operational and administrative spaces including CAA; training areas; troop area; storage and support areas; and uninterruptible power supply. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 - Commercial and Institutional Building Construction, and the Small Business Size Standard is $36,500,000. In accordance with DFARS 236.204, the magnitude of construction for this project is between $100,000,000 and $250,000,000. It is anticipated that the Government will issue a firm fixed price contract. We are requesting that all interested and qualified small businesses respond to this sources sought notice with a capability statement, which shall include at a minimum: 1. Company name, address, phone number and point-of-contact. 2. Please submit your cage code and DUNS number. Contractors responding to this sources sought are not required to be a small business. Specify if your business status qualifies as a qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), Qualified Section 8(a) or Women-Owned Small Business (WOSB). Contractors must be registered in SAM at time of contract award. Please see https: //www.sam.gov/portal/public/SAM. 3. Provide a write up of your company's capability to manage the construction of this magnitude and complexity within these limits listed below based on past experience and how you would manage the construction of this project. Indicate the primary nature of your business and capability to execute project professionally. 4. Provide a minimum of three (3) and a maximum of five (5) projects similar to the requirements described in the project description above, within the past ten (10) years. Please provide descriptions of your firm's past experience on projects which are similar to this project in size, scope, and dollar value. For each project submitted include the following: a. Scope of the project b. Size of the project c. Dollar value of the project d. The portion and percentage of work that was self-performed e. Brief explanation of how the contract referenced relates to the construction services required under this proposed acquisition. f. Current percentage of construction complete and the date when it was or will be completed. Bonding documents are not required for this sources sought. Since this is a Sources Sought announcement only, no evaluation letters and/or results will be issued to the respondents. No solicitation exists and solicitation requests will not be acknowledged. USACE Norfolk District is not seeking or accepting unsolicited proposals, and will not accept telephone inquiries. No reimbursement will be made to any costs associated with providing information in response to this announcement. The Government will not provide debriefs on the results of this research, but feedback regarding the decision to set aside or not set aside the procurement will be accomplished via pre-solicitation synopsis or solicitation for these services as applicable.
