- Questions and Answers_dtd 20190903 Revised RFQ revised PWS dtd 20190903 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This combined synopsis/solicitation is issued as a request for quote (RFQ) PR# F4D3D19197A001. Submit written offers IAW CLIN structure outlined in announcement. A quote template sheet has been provided. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-101 and DFARS DPN 20181031. North American Industrial Classification Standard (NAICS) 561730 and Size Standard of $7.5 million apply to this procurement. Purchase Request #: F4D3D19197A001 Project Title: Tree Trimming and Removal Services 1. Quotes should conform to the CLIN structure as established in the RFQ Template, Attachment 4 (fill out yellow sections of this attachment). 2. A site visit will be held at 10:30AM PDT on 26 August 2019. (details can also be seen on tab 2 of the RFQ Template) Meet at the Main Gate off of HWY 1 Bldg 17595 California Blvd, Vandenberg AFB 93437. The site visit is mandatory to provide a quote. If interested in attending the site visit and need base access please provide the following by 11:00AM PDT 23 August 2019: a. Full names of attendees. b. Date of birth. c. Driver's license. 3. Quotes shall be valid through 9/30/2019. 4. Please see attached documents for detailed description of requirements. 5. All questions or comments must be provided to the Contract Specialist (CS) in writing via email NLT 4:00PM PDT 28 August 2019. Answers will be posted by 29 August 2019. Award will be made on the basis of the lowest evaluated price. By submission of its offer in accordance with the instructions provided in clause FAR 52.212-1, Instructions to Offerors, and the addendum thereto, the offeror accedes to the terms of this model contract and all such offers shall be treated equally except for their prices. The evaluation process shall proceed as follows: A. Contractor Proposal. The following documents will be evaluated for completeness and compliance with the requirements of the Solicitation. Please refer to the instructions in the Addendum to FAR 52.212-1. Incomplete items may be a basis for rejection: Price Proposal (1 original copies) 1. Completed RFQ Template 2. Acknowledgement of all Solicitation amendments, if applicable B. Evaluation Methodology. Proposals will be ranked from lowest price to highest price based on the total proposed quote price. An evaluation of the lowest priced offeror's proposed price will be conducted as described in Paragraph C below to determine if that offeror's price is fair and reasonable. If the price is determined to be fair and reasonable and if the offeror's proposal otherwise conforms to the solicitation requirements and the offeror is determined to be responsible in accordance with FAR requirements, award will be made to that lowest priced offeror. If the lowest evaluated price is determined not to be fair and reasonable and/or the proposal does not conform to the solicitation requirements and/or the offeror is determined not to be responsible, the Government will evaluate the next lowest priced offeror in accordance with the process described herein until an awardee is determined. Offerors are cautioned that it is the Government's intention to award without discussions and in accordance with the process described herein, and it is therefore imperative that Offerors submit their best terms initially. C. Price Evaluation. 1. The lowest priced proposal will be evaluated for price reasonableness. It is expected that the competitive nature of this acquisition will drive price reasonableness; however, the Government reserves the right, if it deems appropriate, to make this determination by means of one or more techniques as described in FAR 13.106-3. Unreasonable or unbalanced prices submitted may be grounds for eliminating a proposal from further consideration if prices are determined to be incompatible with the scope of the effort to be accomplished and/or create performance risk on the basis the offeror does not understand the requirement. 2. The total evaluated price will be determined by adding the offerors proposed amounts / net amounts and the Government-provided estimated costs for CLINs 0001 - 0011. This total should match the total proposed price provided by the contractor on the RFQ Template "Total Proposed Quote Price". Refer to the Addendum to FAR 52.212-1, paragraph C for specific instructions. D. Experience Evaluation. 1. Provide three (3) references for whom you completed same or similar work for within the past three (3) years. References will be contacted to validate experience. E. The Government intends to evaluate offers and award a contract without discussions with offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interests. Offerors are cautioned to submit sufficient information and in the format specified in the Addendum to FAR 52.212-1, Instructions to Offerors, and the addendum thereto. Offerors may be asked to clarify certain aspects of their proposal; however, exchanges with offerors to resolve minor or clerical errors will not constitute discussions. The Government reserves the right to award a contract without the opportunity for proposal revision. F. CONTRACTOR RESPONSIBILITY. The Government reserves the right to request that the offeror provide business information for the purpose of a responsibility determination in accordance with FAR Part 9. Failure to provide requested information may result in a determination of non-responsibility, and the offeror would then be considered ineligible for award.
