The GORDON GUNTER is 224.0 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE WORK ITEMS DRY DOCK: Temporary Services; Dry docking and Routine Dry dock Work; Underwater Hull Preservation and Coating (Maintenance Coat); Sea Valve Overhauls; Bow Thruster Inspection and Service; ABS Drydocking Survey and Intermediate Hull Survey 7; Annual Life Raft Inspection; Annual Survival Suit Certification; Weight Tests of Lifting Gear; Annual Fire Inspection; Annual Miranda Repaiors, Inspection and Certification; Switchboard Cleaning; Generator Room, EOS Void and Motor Room Bilges Preservation; Galley Exhaust Duct and Fan Cleaning; Miscellaneous Steel Replacement and Preservation; Renew Interior and Exterior Doors; Tank Level Indicator Calibration; Toilet and Shower Decking Replacement; Replacement of the Non-Metallic Expansion Joints; Low Pressure Air Compressor; HVAC System Cleaning; Black and Gray Water System Cleaning, Transformer Cleaning; and Main Motor Service. OPTION - ADDITIONAL DRYDOCK WORK ITEMS: Mission UPS Power Distribution Modifications; Engine Room Ventilation Modifications; Potable Water System Modifications; Laundry Room Modifications; Gym Modifications; Renew Deck Machiunery Hydraulic Hoses and Fittings; Main Engine Fresh Water and Seawater Piping Modifications; and Mission System Modifications. The solicitation will include a liquidated damages clause. The performance period will begin approximately 5 days after award for procurement of material and other planning and logistics required for the successful performance of the contract. The performance period for work on board NOAA Ship GORDON GUNTER will be approximately 78 calendar days, with a start date on or about November 14, 2019 and a completion date on or about January 30, 2020. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is August 14, 2019, 9:00 a.m. (local time) on board NOAA Ship GORDON GUNTER at 439 York Street, Norfolk, VA 23510. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Tim Langdon, on or before noon on August 13, 2019 at (202) 577-3914 or by Email at Tim.Langdon@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer. The acquisition will be issued as an Request for Quotations (RFQ) in accordance with FAR Subpart 13.5. A copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check/ship inspection. The RFQ will be issued on or about August 22, 2019 with proposals due on or about September 4, 2019. The anticipated award date is on or about September 11, 2019. This procurement is unrestricted; all responsible sources may submit an offer which shall be considered by the agency. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value considering past performance, price and price related factors. The RFP will be issued via electronic posting on the Federal Business Opportunity (FBO) web page www.fbo.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FBO for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fbo.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FBO where this synopsis is posted).
