- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is CBCBTD20290003 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 423830 with a small business size standard of 100.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-09-05 12:30:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Dugway, UT 84022 The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: Toyota Lift truck model 8FD50U base model capacity 11K lbs capacity or brand name equivalent with the following specifications: Lift truck and all attachments are new and unused. Maximum lift truck width: 57.1" (as measured at the widest point). Steel, enclosed cabin, seated rider. Toyota's System of Active Stability (SAS) with Active Control Rear Stabilizer and Active Mast Function Controller (AMC) or equivalent. Mast: 2-stage V mast with limited free lift; overall lowered mast height is 96.5" and maximum fork height (MFH) is 120.5" with 4.9" free lift with standard load backrest and hydraulic accumulator. Lifting capacity must be 10,500lbs at 24" load center at 120.5 MFH and 5,500lbs at 48" load center at 120.5" MFH. Tilt: 6 degrees forward and 12 degrees backwards. Carriage: ITA Hook type, 46" carriage. Forks 48" x 6" x 2.4" - Class IV. Forks spread (outer edge to outer edge) Max/Min 45.7/11.8 in. Button operated automatic fork leveling. Basic right angle stacking aisle width: 132.5". Load backrest: 54" high load backrest. Cascade Hang-on or brand name equivalent sideshifting fork positioner. Engine: Internal combustion 4 cylinder diesel engine with 32 gallon tank capacity, no gas or propane IC engines will be considered. 74 rated horse power at 2,200r.p.m. Transmission: 2-speed automatic transmission with 2 speed forward and 2 speed reverse standard, electronic shift control; standard 1st gear lock switch on left-hand side of steering column allowing the operator to lock the transmission in 1st gear when needed. Speed: Travel Speed with full load 13 mph +/- 10% mph with electronic speed control. Lift speed: 98 fpm with full load. Steering: load sensing hydrostatic power steering with tilt steering column, synchronized steering, and steering wheel with knob. Wheels and tires: solid pneumatic front tires size 300-15 and solid pneumatic rear tires size 7.00-12 for outdoor use on concrete slab, asphalt, and deteriorated hard surfaces during all Utah high-desert weather conditions. Adjustable volume backup alarm; rear view mirrors on left and right sides; upswept exhaust; Cyclone Air Cleaner - Dual Element or equivalent; Pre-cleaner; box fin radiator or equivalent; engine block heater; LED rear combination lights; LED headlights; TR22-LED front combo lights or equivalent; rear assist grip with horn button; fire extinguisher (mounted inside cabin on rear overhead guard leg); Operator Presence Sensing System (OPSS) or brand name equivalent; dual action hand parking brake; adjustable headlights with guards; fully insulated steel engine hood; low entry step height; dual operator assist grips; dash integrated pen/pencil/cup holder; durable rubber floor mat; high visibility overhead guard. Manufacturing facility must be located in the United States. All parts warehouses shall be located within the United States for overnight shipment on all stocked parts. Standard basic 12 months or 2,000 hours warranty and 36 month or 6,000 hours powertrain warranty. Warranty coverage for non-standard option components will be covered by the manufacturer of that component and transfer to the government upon acceptance., 1, EA; LI 002: Additional Fork set: 72" x 6" x 2.4" - Class IV, 1, set; LI 003: Onsite planned maintenance: 1 year of scheduled planned maintenance conducted quarterly at customer's location, Bldg 2029, Dugway Proving Ground, Utah, 84022 (approximately 102 miles one-way from Salt Lake City, Utah). All contractor personnel working on the lift truck at the facility must be U.S. Citizens, receive pre-clearance for installation access 10 business days prior to visiting customer location, and complete a one-time, one-hour safety briefing provided by the government the first day on site. Visitor form and directions to facility will be provided to the winning bidder after contract award., 1, EA; LI 004: Roll-on/roll-off shipping to Bldg 2029, Dugway Proving Ground, Utah 84022., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com.
