NOTICE OF INTENT TO SOLE SOURCE Page 1 | 1 The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award. The intended Contractor is University of Southern California located at 3720 S Flower Street; Third Floor Los Angeles California, 90089. Phone number: 213-740-5381. This requirement is for the VA Greater Los Angeles Healthcare System. This project aims to describe the needs of complex, high-risk patients and identify needs among the primary care staff members who care for them. It includes three parts: an environmental scan informed by key informants, a face-to-face expert panel, and the dissemination of the project findings through a scientific journal. The period of performance shall be from September 5, 2019 through September 4, 2020. The estimated total value of the contract is $202,000.00. This is NOT a request for quotes or proposals. This is not a solicitation. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source based on the determination that University of Southern California personnel has specialized expertise in expert panel methods using the modified Delphi process and experience collaborating with VA teams. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 09/05/2019. The North American Industry Classification System (NAICS) for this requirement is, 541715 Research and Development in Physical, Engineering and Life Sciences (Except Nanotechnology and Biotechnology). Product Service Code (PSC) for this requirement is AJ11 (R&D General Science/Technology: Physical Sciences (Basic Research)). The Small Business Administration (SBA) size standard for this sector is 1,000 employees. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
