- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-19-207 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2019-03. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $15m. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis with Safe Kids Worldwide (SKWW) of Washington, DC to collaborate with NICHD on the Safe Infant Sleep Education and Outreach Project. NICHD leads the national Safe to Sleep® campaign which aims to educate parents, caregivers, and healthcare providers about ways to reduce the risk of sudden infant death syndrome (SIDS) and other sleep related causes of infant death, such as suffocation. Safe Kids Worldwide (SKWW) is a national nonprofit organization dedicated to helping families and communities keep infants and children safe from injury. SKWW has a network of 400 coalitions across the United States and partners with more than 30 countries that conduct community outreach and education on safety issues. SKWW coalitions aim to reach as many members of their community as possible with a range of safety information. SKWW reports that many coalitions are already addressing safe infant sleep by creating their own messages and materials, which often do not comply with current American Academy of Pediatrics (AAP) safe infant sleep recommendations. Working with SKWW allows NICHD to ensure that the evidence based recommendations from AAP are appropriately and accurately communicated to communities around the country. Coalition leaders and members are motivated intermediaries trained in community outreach, making them ideal messengers for life saving safe infant sleep information. Further, coalitions already trusted within their communities; this insider status is critical to ensuring that NICHD's safe infant sleep messages are heard and adopted. Insights gained from this activity can be evaluated and applied to more standardized outreach effort that NICHD can offer for other organizations and groups to do on their own.
