- Notice of Intent to Sole Source: The Naval Supply (NAVSUP) Systems Command, Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for Trident Refit Facility to NIDEC Industrial Solutions. Commanding Officer, Trident Refit Facility (TRF) is requesting to upgrade their B29200 Motor Test Stand, Model PC-6/Serial #344 as specified in the Performance Work statement (PWS). The B29200 external DC field supply needs to be removed and upgraded to the internal ADDvantage32 DC Drive hardware. Components of the B29200 has failed and is currently outdated and therefore cannot be repaired. It is vital for this system be upgraded to the ADDvantage32 Drive to prevent obsolescence and maintain shop readiness for the testing and repairing of high value electrical equipment. This motor test stand is one of two at TRF designed to operationally test and season the submarine DC pump motors that are critical to mission readiness. Consequently, the unit has not been operational for several months leaving the B30003 Motor Test Stand as the only means of testing the DC Pump motors. NIS is the designer and manufacturer of the ADDvantage32 (ADD32) DC Drive hardware line and all associated products and components. NIS is the Original Equipment Manufacturer (OEM) of this hardware. The equipment contains proprietary hardware and software designs owned by NIS. As such, NIS is the sole-source provider of new assemblies and components for the ADD32 and ADD32+ product line. The ADDvantage32 DC hardware, associated products and components are used in the B29200 Motor Test Stands. This upgrade includes the ADDvantage32 DC Hardware and parts that will replace/or add onto the existing equipment and buying any other brand will risk hardware compatibility and workability. There are no other products or hardware available in the market that are compatible to repair this essential piece of equipment. There are also no authorized distributors or 3rd parties that provide the B29200 Test Stand, ADDvantage32 DC Hardware and components or service and repairs to these items. Additionally, it is far more cost effective to upgrade this piece of equipment than purchasing a new unit. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a size standard of $7.5 Million. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 5 calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
