- This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, a fixed price Purchase Order to The Ohio State University (OSU) under the authority of Federal Acquisition Regulation (FAR) 13.106(b) soliciting from a single source. The Ohio State University will provide evaluation of five project areas on the shallow continental slope (1,600-6,000 ft.) in the northern GOM. These areas were selected based on high-quality public 3-D seismic data, the presence of previously identified bottom simulating reflectors (BSRs), and/or well log data that indicated the presence of gas hydrate. BOEM requires an integration of well logs and 3-D seismic data to better understand the likelihood that natural gas hydrate occurs in sand reservoirs in subsurface. Proposed project areas 1, 2, and 3 focus on turbidite channel levee systems, which may contain high-quality reservoir sands. Project areas 4 and 5 show more extensive BSRs than project areas 1-3 and may contain basin-scale gas hydrate occurrences controlled by buried turbidites and salt diapirism. Market research efforts have indicated that only Ohio State University is capable of providing 3D seismic mapping data for wellbore information on methane gas hydrate volumes available. OSU owns the database the can provide the information in the level of detail BOEM needs in addition to the level of expertise with the interpretation of the products. Therefore, Ohio State University is the only contractor capable of providing the mapping interpretation needed by BOEM for this requirement. This is not a request for competitive quotes; however, all interested sources that believe they can meet the requirements may submit a capability statement no later than September 6, 2019 at 2:00 PM ET to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be a the sole discretion of the Contracting Officer. All submissions in response to this notice must be submitted in writing via email to the Contracting Officer, David Jablonski, at David.Jablonski@bsee.gov no later than September 6, 2019 at 2:00 PM ET.
