Description
NASA Armstrong Flight Research Center (AFRC) is modifying and operating Global Hawk (GH) Unmanned Aerial Vehicles (UAV) in support of the UAV Based Range (UAVBR) program. UAVBR work at NASA AFRC is funded by the Test Resource Management Center (TRMC) through the Central Test and Evaluation Investment Program (CTEIP) and Test & Evaluation/Science Technology (T&E/S&T) Program. UAVBR goals are to equip High Altitude Long Endurance (HALE) aircraft with sensors to demonstrate an alternative data collection support system for remote/long range flight test activities. Armstrong Flight Research Center (AFRC) plans to issue a sole source contract to Northrop Grumman Systems Corporation (NGSC), San Diego, CA to provide specialized engineering and technical support for the Global Hawk aircraft and associated ground systems. The contractor shall perform and assist in design analysis, systems engineering, simulation support, software development, hardware development, subsystem testing, engineering support, on-site field services, operations support, logistics support, pilot and maintenance crew training, and furnish aircraft operational support equipment and spares when not available from Government sources. NGSC, as the sole producer of the Global Hawk family of unpiloted aerial vehicles has the unique tooling, facilities, data and engineering support organization required to accomplish the requirement. Due to the proprietary nature of the intellectual property, NGC is the only firm that can provide these required services and materials. The Government does not intend to acquire a commercial item using FAR Part 12. Interested vendors may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 12:00 p.m. PST on 12 September 2019. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
