Amendment 0001 issued to 140P1419R0027: 1)In the Amphitheater there is a rack cabinet can we use that for our equipment that we will purchase and install? No we wish to keep the 2 items separate and continue to procure the separate rack enclosure and place the enclosure on this wall next to where the antenna post will be installed. 2)What is the number of endpoint terminations in addition to the new cabling for the big meadows campground office? We tried to look into the box but it was locked and we could not find a key, but from what it looks like is 12 additional ports 5 ST terminations and 6 LC terminations, but we will open the box further to confirm that. 3)For underground utility do we call Miss Utility? We have internal mapping of those utilities and most of the time we use in house personnel for that information, but Miss Utility does also have that, we don't have 911 addresses that they recognize, so we need to use lat and long coordinates to request Miss Utility to inspect an area. 4)What is the preferred way to mark the pathway for the cable plow? or other items? Regular ground surface paint marking is acceptable. An archaeologist will be onsite for when issues come up where we will have to dig by hand. 5)Best way to get into the amphitheater with the utility (fiber optics)? Looks like on the northern end of the building under the building we have some hardened pipes that carry electrical into the building, we can get close to that entry point for the fiber Procure and install two 400 LF 12 strand fiber optic cables and a locator cable into the ground 18-24 inches deep utilizing a trenchless method using a cable-plow at Shenandoah National Park. 6) Would it be acceptable to utilize directional boring for the entirety of this fiber run? Yes it would acceptable 7) If boring is acceptable for the entire fiber run, is an HDPE Duct in either a 1 inch or 2 inch size desired? 2 inch pipe would be desired 8) If a duct is desired, can the total fiber strand count be consolidated to a single cable? Yes consolidating the strands into one single cable also work if it is in ducting via boring 9) What requirements are there for manufacturer warranty? Each manufacture has its own parameters, we don't have any preference, as long it doesn't void the warranty of the chosen product. 10) What requirements are there for contractors to be certified by the manufacturer? Again no specific manufacture given, but if the warranty for the product requires certification it will be required. 11) Is it acceptable for proposals to include more than one option? Yes, it is acceptable. 52.204-22 Alternative Line Item Proposal added to the solicitation. 52.204-22 - Alternative Line Item Proposal (Jan 2017) (a) The Government recognizes that the line items established in this solicitation may not conform to the Offeror's practices. Failure to correct these issues can result in difficulties in acceptance of deliverables and processing payments. Therefore, the Offeror is invited to propose alternative line items for which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror. (b) The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable. 12) Response date extend to 14:00 ET September 3, 2019.
