- The US Geological Survey (USGS) needs to assess industry interest and capabilities for assisting procurement of Alaska Imagery Services. In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for Solicitation and Planning Purposes (October 1997) and 10.002(b)2)(i) and (iii), this notice is issued solely for information, planning and market research purposes. This Request for Information (RFI) does not constitute a Solicitation or an indication the Government will contract for the products or services contained in this notice. This notice is not to be construed as an acquisition Request for Proposal (RFP) or Request for Quotation (RFQ), nor is any commitment on the part of the Government to award a contract implied, nor does the Government intend to pay for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this notice. Any response received will not be used as a proposal. Please ensure that any sensitive or protected information is marked as such and the government will ensure this information is not released externally. The intent of this RFI is to obtain capability statements from interested parties that can provide specific Alaska Imagery Services. The USGS is searching for small business concerns, i.e., 8(a) businesses, HUBZone businesses, small disadvantaged businesses, woman-owned small businesses, veteran-owned small businesses or service-disabled veteran owned small businesses capable of providing the described products or services. Large businesses are also encouraged to respond to this RFI. The resultant contract, if there is such, is anticipated to be firm fixed price. The procurement is anticipated to occur in FY19. RFI REQUIREMENTS: The contactor will need to provide public imagery viewing services for a combination of satellite and aerial imagery of Alaska in an imagery mosaic that covers all State and Federal lands on mainland Alaska and the Alaska Peninsula extending to Unalaska, Alaska. The service will also distribute source imagery to Federal agencies that request access to the full resolution imagery scenes. This project addresses NGP goals and objectives to provide a foundation of geospatial data and services representing the topography, natural landscape, and manmade environment of the United States that allow users to incorporate geospatial products and services into their decision making and operational activities. This USGS NGP acquisition ensures access to imagery for State and Federal lands in Alaska to USGS scientists and mapping professionals as well as the public for non-commercial purposes. The contractor will need to provide online viewing services of Alaska imagery at 2.5m resolution or better in both natural color and color-infrared to the public for non-commercial services. Full resolution imagery scenes will be distributed for internal use to requesting federal agencies. Salient characteristics of the required service are as follows: Host and serve a statewide imagery dataset for all State and Federal lands in Alaska on the mainland and the Alaska Peninsula extending to Unalaska, Alaska as tiled web mapping services (WMS), provide KML and GeoTIFF tile downloads with associated metadata and processing reports for authorized users as defined in the assumed end user license agreement, and support questions and assimilation of ad-hoc datasets into imagery repositories. Distribute datasets in open geospatial consortium compliant web mapping services (except for L1A SPOT source scenes) and GeoTiff download with metadata via FTP or similar protocol, as image licensing allows. At minimum, web mapping services will be supported in Polar Projection (EPSG 3572), Web Mercator (EPSG 3857), and Alaska Albers (EPSG 3338) mapping projections. Servers will provide sub-30ms average ping response time, as measured from the State of Alaska's network in Anchorage. The server will be located in Alaska to ensure that service to Alaska users is not dependent upon submarine internet cable from the continental United States. Imagery ground resolution will be no coarser than 2.5 meters and will be provided in both natural color and color-infrared. Imagery will be no older than 2008. ACTION: Interested vendors who believe they have the capability to provide the required product/services as defined are invited to submit a Capability Statement, not to exceed 5 pages including attachments, exhibits, etc. Response should include the following information: 1. Company name, address, point of contact, email address, and business type (i.e. 8(a), HUBZone, veteran-owned small business, etc.). 2. Capabilities Statement. 3. Approximate cost information (i.e. rough order of magnitude). 4. Past performance information should be submitted for similar projects conducted within the last three (3) years. If possible, three (3) past performance examples are desired. 5. Do not provide only general brochures or generic information. USGS will not accept unsolicited proposals related to the subject of this notice. Interested vendors must provide their response via email to the Contract Specialist, Nicole Demby, ndemby@usgs.gov with the subject line reading "Alaska Imagery Services". Responses are due via email to ndemby@usgs.gov by 2:00 PM ET, Friday, August 30, 2019. The response must be specific to the RFI requirements/qualifications listed above.
