- RFQ# 140P8319Q0095 - Consulting Services for Museum Business Plan The National Park Service (NPS), Fort Vancouver National Historic Site (FOVA) is requesting quotations for Business Management Consulting Services for a Museum Business Plan. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 2019-05 / 8-13-2019) and is set aside for small businesses; NAICS 541611 Business Management Consulting Services Contractors, with a small business size standard of $15 million average annual gross receipts for the past three years. Any resulting contract will be subject to the Service Contract Labor Standards, Wage Determination # WD 2015-5563. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the NPS, price and other factors considered. The National Park Service encourages participation of disadvantaged and women-owned businesses. Background / Location: The NPS will be renovating an existing modern structure at Fort Vancouver National Historic Site (FOVA) to serve as a consolidated facility where the NPS and partner museum collections are cared for and made accessible to the public. Many NPS museum collections (archaeological artifacts, natural history specimens, historic items, and archives) are presently housed in substandard facilities or lack the care of a professional curator, resulting in resource damage and decreased accessibility and intellectual control. These significant, tangible resources are held in trust for the American people and deserve the highest level of care and access. The future facility at Fort Vancouver NHS is designed to provide this care while achieving operational efficiencies through the combination of multiple park collections into one facility, managed and operated by the NPS. Fort Vancouver NHS, an urban National Park unit, is located in Vancouver, Washington within the Portland, Oregon metropolitan area, on the Interstate Five (I-5) corridor, and approximately 15 minutes from Portland International Airport. The park encompasses over 200 acres of green space in the center of the urban area, with a reconstructed fur trade fort, military post, an airfield and museum. The parks address is: Fort Vancouver National Historic Site, 612 East Reserve Street, Vancouver, WA 98661 Building 405 in Vancouver Barracks, the location of the future museum facility, is a 12,000 square foot, 1980s-era, aircraft maintenance hangar. It is one of 28 buildings that came to the park in 2012, as part of the Base Realignment and Closure Act of 2005 which triggered the relinquishment of an historic military post to the NPS. Currently, the park has several planning and conceptual design documents that may inform the business plan effort. During 2019 and 2020, the design phase of the facility will be ongoing. For more FOVA park information, see (https://www.nps.gov/fova/index.htm) Purpose: The park (FOVA) is requesting a Business Plan to address the ongoing costs of operating such a museum collections facility and an optimal strategy for structuring costs and staff among the units whose collections are housed in the facility. The design work will provide some information on the cost of basic building operations and maintenance. However, initial facility renovation and typical O/M costs are only a part of what is needed to in order for this endeavor to be successful. Other parks will need to understand how fees for use are developed and transferred, so that they may anticipate costs and develop funding strategies accordingly. Financial sustainability and public access will be cornerstones of the partnership framework under which this museum is managed.
