Description
INTENT TO SOLE SOURCE On behalf of the Captain James A. Lovell Federal Health Care Center (FHCC) 3001 Green Bay Road, North Chicago, IL, 60064, the Great Lakes Acquisition Center, Milwaukee, Wisconsin, intends to solicit and award a sole source contract to Quest Diagnostics, Inc. for Reference Laboratory Testing Services. The authority for applying the Simplified Procedures for Certain Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by restricting competition on this procurement via FAR 13.106-1(b)(2). Services required include the transportation of clinical laboratory specimens to the Contractor s laboratory(s), the performance of analytical testing of approximately 4,400 tests, the reporting of analytical test results within the required timeframes defined by FHCC, a specimen processor, and consultative services. The performance period will be 01 September 2019 through 29 February 2020, with one six-month option to extend through 31 August 2020. The nature of this acquisition is to ensure continued reference laboratory testing services for the FHCC s Main Laboratory, USS Red Rover Branch Clinic Laboratory, and the Fisher Branch Clinic during a competitive acquisition process, and transition time if necessary. Quest Diagnostics Inc. is the only reference laboratory that currently has an established and validated interface connection with both FHCC laboratory information systems (VA and DoD) to provide uninterrupted service as of September 1, 2019. Any change in the reference laboratory testing services contractor will require a transition period. The established and validated interface connections are paramount to maintaining efficient laboratory operations at the FHCC without interruption. Proceeding with an award to any contractor other than Quest Diagnostics Inc. would cause unacceptable delays in fulfilling the requirements of the FHCC and the consequences would be detrimental to providing timely veterans care and meeting military missions.
