Description
In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. The US Environmental Protection Agency (EPA), National Exposure Research Lab, located in Athens, GA has a need for Progenesis QI Software - Product# 176003431. This software will enhance speed in processing data from the Waters Xevo G2-XS quadrupole time-of-flight mass spectrometer with Acquity Class I UPLC. The software's built-in search engine will provide a more reliable compound identification as it not only uses mass and retention time but also MS/MS fragmentation spectra, collision cross-sectional area and can also be used with many publicly available and in-house databases. It supports cross-vendor data file formats produced by all liquid chromatograph mass spectrometer (LC-MS) systems. Waters Technologies Corporation is identified as the only company with the expertise necessary to provide this software. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy this requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet this requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 3:00 PM EST on September 10, 2019. Responses must be submitted in writing to porter.anthony@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. The North American Industrial Classification System (NAICS) code for this effort is 511210 and the business size standard is $38.5M All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect. FedConnect is hosted by Compusearch, all related questions from vendors/contractors will be answered by Compusearch.
