No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors who can provide the following item: 1 STATEMENT AND/OR SCOPE OF WORK Provide APX 800 Portable Radio system for Safety/FMS Department 1. SCHEDULE OF SUPPLIES: New Handsets, programming and equipment will provided and installed consisting of the following items, equipment and services or equivalent. 4 H91TGD9PW6 N APX 8000 ALL BAND PORTABLE MODEL 2. 4 QA02006 ENH: APX8000XE RUGGED RADIO 4 Q806 ADD: ASTRO DIGITAL CAI OPERATION 4 H38 ADD: SMARTZONE OPERATION 4 Q361 ADD: P25 9600 BAUD TRUNKING 4 QA05508 DEL: DELETE VHF BAND 4 Q58 ADD: 3Y ESSENTIAL SERVICE 4 QA01767 ADD: P25 LINK LAYER AUTHENTICATION 1 T7914 RADIO MANAGEMENT ONLINE ADDITIONAL INFORMATION REQUIRED AT TIME OF ORDER 1 UA00049AA ADD: RADIO MANAGEMENT LICENSES ONLI 1.1. STATEMENT OF WORK: The work required is fielding of the equipment detailed in the schedule of supplies. The system shall consist of (4) new APX 8000 All Band Portable Model 2 or equivalent radios. The programming shall be compatible to allow Fayetteville VAMC Safety and Facilities personnel to communicate effectively with incoming Emergency Responders. All existing wiring and repeaters shall be used to reduce the overall cost of the upgrade and reduce, substantially, disruption to hospital operations during the upgrade process. The contractor will be responsible for providing the cost of all labor and items. Contactor will be Safety Act Certified, and have a physical office within 75 miles of the Fayetteville VA Medical Center. Contractor must be GSA certified. 1.1.1 GENERAL INFORMATION: The Fayetteville VA Medical Center, 2300 Ramsey St, has a requirement for communications with Municipal Fire and Emergency Services and Public Utility Companies. 1.1.2. DEFINITIONS: A. CONTRACTING OFFICER (CO). Federal employee who is warranted by the government to enter into contracts on behalf of the Government and is the only person authorized to make changes to those contracts. B. CONTRACTING OFFICER'S REPRESENTATIVE (COR). Individual designated by the Contracting Officer to place orders, furnish technical guidance, advice, certify invoices, and provide general supervision of' the work performed under the executed contract. 1.1.3 Technical Requirements: The system is expected to be functional, operate as designed and free from anomalies. 1.1.4. DELIVERY: Vendor will travel to location and initiate work according to GSA contract standards and requirements. 1.1.5 TRAINING: Upon completion of the installation of all systems, the Vendor is to train appropriately identified staff on the operations of the system, routine user maintenance requirements and standards, password protection features and user accounts if any. Additionally, vendor will instruct end user of the methods required to transfer data to media storage devices for external storage. Vulnerabilities and limitations will be disclosed prior to Vendor departing premises. Vendor will be available for consultation if questions arise. 1.1.6 MAINTENANCE & ASSISTANCE: As required by Warranty. The Vendor will be available for consultation regarding routine maintenance, warranty work and operational assistance for the system itself. 1.1.7 Warranty: Included standard factory warranty and should be specified once contract is awarded. 1 year on all labor. 4 EA If the contractor can provide the above-mentioned units, or an equal product, the contractor SHALL submit product information for evaluation. If the contractor can provide the above items, the contractor SHALL provide a letter from the manufacturer stating they are an authorized distributor/licenser of their products. Failure to submit an authorized distributor letter shall result in the product(s) potentially offered to be considered grey market and shall not be considered technically acceptable. The Veteran Administration is required to give priority to SDVOSB and then VOSB concerns if there should be sufficient firms available to compete under a set-aside. If insufficient veteran owned small business responses are received, the acquisition will be set-aside for small business participation if there are sufficient firms available. If insufficient small business responses are received, the action will be advertised for full and open competition.
