- This Request for Quotations has been made available through electronic commerce to comply with the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416). NPS routinely posts RFQ ¿s with expected value between $15,000 and $25,000 at the federal government point of entry. Although this action has an expected value well below the $25,000 threshold, it is posted here to maximize opportunities for competition. The National Park Service, Mount Rainier National Park (MORA), has a requirement for the supply and delivery of new, unused standing seam metal roofing, trim and fasteners in accordance with the attached specifications. This solicitation is issued as a Request for Quotation (RFQ) under solicitation number 140P8319Q0093. This RFQ is a 100% total small business set-aside. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government. The Government will consider past performance in determining responsibility. The government reserves the right to make award without discussions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 (effective August 13, 2019). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at http://www.acquisition.gov. The associated NAICS code is 332322 and small business size standard for this NAICS code is 500 employees. DESCRIPTION: 26 gauge steel, 12 inch wide standing seam metal roofing with trim and fasteners, Champion brand, weathered copper color, metal Snap-Loc or equal (see attached specification sheet) delivered FOB destination to Longmire, WA 98397. Roofing and flashing shall have the same profile, color, and gauge as Champion Snap-Lock Weathered Copper color # SRI-24 or equivalent specifications to be approved by NPS prior to award. Material list below contains Champion trim item name and sku in parenthesis. PRICE SCHEDULE: Vendor to include the brand name, product numbers and specifications with quote. Truss head screws _________________ Lump Sum Total DELIVERY REQUIREMENTS: Materials shall be packaged for offloading with forklift provided by Mount Rainier National Park. Contractor shall have 20 days after issuance of a notice to proceed to deliver materials to Mount Rainier National Park, L201 Park Warehouse, Longmire, WA 98397. Deliveries accepted Monday through Thursday, 6:00 am to 4:00 pm excluding Federal holidays. CLAUSES & PROVISIONS: Attached. INQUIRIES: To ensure questions are adequately addressed and appropriate action taken prior to the submission of quotes, questions must be received no later than two (2) days prior to quotation due date shown in the RFQ or most recent amendment. Questions and/or comments received after this time may or may not be addressed prior to the solicitation closing date. Note: Amendment(s) to this solicitation answering any questions relative to these documents will be timely posted. WHEN AND WHERE TO SUBMIT QUOTE: Quotations must be received electronically at Mount Rainier National Park no later than Tuesday, September 3, 2019 at 2:00 p.m., Pacific Daylight Time. Anticipated award date is the week of September 8, 2019 or sooner. Quotes must be submitted to the point of contact listed below, referencing the solicitation number. WHAT TO INCLUDE IN QUOTE: Quotes must include the Standard Form (SF-18) with block 13-16 completed, and at a minimum the following information: 1) Price Schedule, including shipping FOB destination (note that this purchase is exempt from state and local sales tax). Price schedule may be submitted on form above or on vendors business form. 2) Information showing that offered items meet specifications. Documentation shall provide ample description and details (product brochures, photos and/or drawings etc., aptly depicting product features showing they meet requirements). 3) Standard Warranty information. 4) Delivery Schedule; number of days expected for delivery after receipt of order (ARO). 5) Name and remittance address of quoter and DUNS number. 6) Name, phone number, e-mail, and mailing address of your point of contact. 7) Signature of official authorized to bind your organization.
