Description
The DoD STTR Program follows the policies and practices of the Small Business Administration (SBA) SBIR & STTR Policy Directive updated on May 02, 2019. The guidelines presented in this BAA incorporate and make use of the flexibility of the SBA SBIR Policy Directive to encourage proposals based on scientific and technical approaches most likely to yield results important to the DoD and the private sector. The SBIR Policy Directive is available at: http://www.sbir.gov/sites/default/files/sbir_pd_with_1- 8-14_amendments_2-24-14.pdf. Three Phase Program The STTR Program is a three-phase program. Phase I is to determine, to the extent possible, the scientific, technical, and commercial merit and feasibility of ideas submitted under the STTR Program. Phase I awards are typically between $100,000 to $167,500. The period of performance is generally between six to twelve months with twelve months being the maximum period allowable. Proposals should concentrate on research or research and development which will significantly contribute to proving the scientific and technical feasibility, and commercialization potential of the proposed effort, the successful completion of which is a prerequisite for further DoD support in Phase II. Proposers are encouraged to consider whether the research or research and development being proposed to DoD Components also has private sector potential, either for the proposed application or as a base for other applications.
