- Page 1 of 1 NOTICE OF INTENT TO SOLE SOURCE REQUIREMENT The Department of Veterans Affairs, Ralph H Johnson VAMC, NCO 7 Contracting Activity intends to negotiate a sole source contract firm fixed price contract under Simplified Acquisition Procedures and the authority of FAR 13.106-1(b)(1)(i) Only one source reasonably available for the following items listed below. The associated NAICS code for this is 334516. The vendor will be Hill Rom Company, 1069 State Route 46 E, Batesville, IN 47006-9167. DESCRIPTION OF REQUIREMENTS: The contractor shall provide bed rental equipment to the Columbia VA Health Care System (CVAHCS), 6439 Garners Ferry Road, Columbia, SC 29209, for the sole purpose of patient care for our residents and within defined time frames for services. The contractor shall provide required products (beds, mattresses, advanced patient care products and accessories) as listed in Section 5h on an as needed basis in the styles and quantities ordered by the wound care nurses or the Weekend/Holiday/Evening/Night (WHEN) supervisors. The contractor shall remove beds, mattresses, advanced patient care products and accessories on an as needed basis in the styles and quantities requested by the wound care nurse or WHEN supervisor. All requested items shall be delivered by the contractor within 3 hours after receipt of the request. All items delivered shall be clean, sanitized and ready for immediate patient care. All items shall be delivered to the Bio Med Department for inspection and cleanliness prior to delivery to the floor. Upon receipt for removal, the contractor shall remove the items from the premises of the VA Medical Center within 6 hours after receipt of the request. Only the wound care nurses and /or WHEN Supervisors are authorized to place orders with the contractor. All rental equipment listed below must be inspected by Biomed personnel prior to placing in service, be FDA compliant and meet the Department of Veterans Affairs Safe Patient Handling requirement. Mattress covers for low air loss mattresses will be replaced as needed. Contractor to remove trash and all debris from installation and packing materials. Operator Manuals to be provided to users. Multiple surfaces will be available to meet various patient needs (Pulsation, Alternating Pressure, Immersion/Fluidized Air & Rotation Therapies). Delivery/Pickup Service: Delivery within a Three (3) hour window. Equipment approved for use is: ENVELLA BED W/TRAPEZE ITEM#P0821A COMPELLA W/TRAPEZE AND AIR ITEM #P006750A Upon a delivery request, vendor will remove Government facility owned beds or mattresses from assigned room to a designated storage area. Vendor will deliver rental equipment to the room (see approved list of rental equipment above). Upon arranging for rental equipment pickup, we will coordinate removal of the items from the premises and ensure that any beds are unoccupied. Facility staff will remove rental equipment from patient care area and place in storage. Vendor will pick up rental equipment from designated storage area. 3. PERIOD OF PERFORMANCE: September 1, 2019-February 29, 2020 4. PLACE OF PERFORMANCE: The performance will take place at 6439 Garners Ferry Road Dorn VA Medical Center Acute Care and Community Living Center. The WJB Dorn VA Medical Center is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer no later than 4:30pm on August 26, 2019 by contacting Janica Francis-Hunter via e-mail at Janica.Francis@va.gov. Telephone inquiries will not be accepted. Those interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
