THIS IS A PUBLIC NOTICE.THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE. THIS PUBLIC NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. THIS NOTICE IS INTENDED AS A FORECAST TO INFORM THE PUBLIC OF VARIOUS REQUIREMENTS THAT THE NATIONAL INSTITUTES OF HEALTH ANTICIPATES AWARDING IN FISCAL YEAR 2020 THIS NOTICE IS INTENDED FOR INFORMATION PURPOSES ONLY AND SHALL NOT COMMIT THE NATIONAL INSTITUTES OF HEALTH (NIH) TO ISSUE A SOLICITATION FOR THESE REQUIREMENTS. The solicitation number for this acquisition is NIHOLAO-OD3-SS-ORFSP20. The purpose of this notice is to obtain information regarding (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small business; service disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The National Institutes of Health is looking to determine capabilities regarding strategic planning for a federal government organization with a myriad of providers of different products and services in the areas of scientific resources, program and employee services, and safety and emergency response. Interested sources must be capable of serving the needs identified below: I. Purpose: Development of the Office of Research Services (ORRS) Strategic Plan II. Scope or Mission: Facilitate the development, communication, deployment, and implementation plan of the Office of Research Services strategic plan. III. Period and Place of Performance; Begins in FY 2020 and should last about six to nine months after starting date. IV. Background: The Office of Research Services (ORS) provides responsive and dependable support to the National Institutes of Health (NIH) research mission by planning, directing and delivering scientific and regulatory activities, public safety, security, and services to enrich the NIH community. The organization is composed of a myriad of different products and services providers in the areas of scientific resources, program and employee services, and safety and emergency response. Some characteristics of the ORS are the following: • Customers sets vary significantly among some of the service providers (divisions). • Products and services delivered to customers are very different. • Workforce knowledge, skills, and abilities are very different from provider to provider. • Equipment and materials used in providing products and services also vary a great deal among providers. • Rules and regulations concerning main aspects of the business are also very different outside of the general aspects of the Federal government.
