- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the intent of the 763rd Specialized Contracting Squadron (763 SCONS) to award a Single Source, firm-fixed-priced (FFP) contract to Big Bend Community College (Big Bend), located at 7662 Chanute Street NE, Moses Lake, Washington, 98837, for the procurement of food services in support of the 2019 Mobility Guardian Exercise (MGE) as specified in Attachment 1, Performance Parameters. The MGE is the premier Mobility Air Forces (MAF) readiness exercise which helps train and improve the abilities of the United States (US) and its international partners' air mobility operations skills. In order to meet the 2019 MGE training objectives, exercise participants will be in a field-duty status. In accordance with the Joint Travel Regulations (JTR), when service members or civilians are in a field-duty status, the Government provides lodging and meals. The lodging may be non-transient barracks or tents, and the meals may be field rations. In the case of the 2019 MGE, the Government is providing tents, daily field rations, one daily breakfast meal, and one daily dinner meal to exercise participants. Therefore, food services for breakfast meals and dinner meals are required.
