Q SYNOPSIS OF PROPOSED CONTRACT ACTION - SOLE SOURCE CONTRACT Doctorlink Solicitation Number/FBO Notice: 36C24519Q0446 Agency: Department of Veterans Affairs Office: Washington, DC Medical Center Location: VA Central Office Response Date: Wednesday, August 28, 2019 @ 2:00pm Set Aside: N/A Classification Code: Q999 Medical Other NAICS Code: 511210 Synopsis: The Dept of Veterans Affairs, in accordance with FAR 6.302-1, intends to make a sole source award to a firm that can provide Doctorlink which is an online tool which collects information from a Veteran, such as health history and lifestyle habits. Doctorlink uses this information to provide personalized health status assessment reports. The anticipated source is Doctorlink (formerly Expert-24, Ltd); St. Mary s Court, The Broadway; Old Amersham, Buckinghamshire, HP7 0UT, United Kingdom. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government s intent to make a sole source award. Contractors who can provide the Dept. of Veterans Affairs with the required services are invited to electronically submit an affirmative written response indicating a bona fide ability to meet this specific requirement. Specifications for this requirement can be found below on Attachment 1 Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a Point of Contract (POC), telephone number, and electronic mail address (email). Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are US or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. This is an online assessment which collects information from a Veteran, such as health history and lifestyle habits. This information is then used to provide personalized reports which include health status, disease risks, and recommendations for making healthy changes. The HealtheLiving Assessment is a commercial off-the-shelf product which has been extensively customized for unique Veteran issues. The Assessment features a proprietary metric called Health Age, summarizes the user s biological age based on past and current health behaviors. A health age older than chronological age indicates a shortened life span and opportunity for making healthy changes. The following clinical products have been identified as being essential to support the clinical content and recommendations in the My HealtheVet HealtheLiving Assessment (HLA). As such, these components form a performance work statement between the National Center for Health Promotion and Disease Prevention (NCP) and the Contractor: Updated clinical question sets and section loops that reflect changing clinical evidence and new Veteran requirements and that integrate within the existing structure of the HLA traversal New clinical content, branching logic, and scoring algorithms in compliance with new or changing VA Clinical Standards of Care and Guidance Statements Updated logic risk equations that calculate and weight information provided by the user and that incorporate new data elements Risk models comprised of statistical equations that calculate risk in two components: 1) the changeable risk and 2) unchangeable risks. Risk components will be projected forward in of 5, 10, 20, 30, 40, and 50-year intervals Scoring algorithms that calculate health choice assessments based on user input Refreshed health age metric calculations based on the most current actuarial science and mortality risk Calculations of health age reductions based on specific risk factor modifications Refreshed summary and full reports which incorporate changes in preventive health recommendations Contract Terms Desired: The proposed purchase is for a one-year firm-fixed price (FFP) contract, with four option years, for clinical maintenance in support of the HealtheLiving Assessment online assessment tool. Clinical line items will be needed for regular maintenance activities to assure that the HLA is clinically up-to-date. In addition, a clinical line item to be negotiated will be needed to address additional changes in clinical practice that arise on an unscheduled basis..
