- 1. This acquisition will be solicited under full and open competition. All work under this acquisition will be performed in Japan. Accordingly, there is no restriction on foreign participation as long as offerors adhere to the requirements of the solicitation, are registered to conduct business in Japan, and comply with all regulatory, industry, and business requirements to perform the required work in the country of Japan. Also, the U.S. Government will not offer "United States Official Contractor" status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (22-AUG-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
