- This is a COMBINED SYNOPSIS/SOLICITATION for commercial supplies in accordance with the information in FAR Subpart 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO. (https://www.neco.navy.mil/) The RFQ (Request for Quote) number is N0018919Q0453. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-03 and DFARS DPN 20190628. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The NAICS code is 515112 and the Small Business Standard is $38.5 Million. The proposed contract is 100% set aside for small business concerns. This will be a competitive action. The Small Business Office concurs with the set-aside decision. The Government intends to award a Firm Fixed Price (FFP) action Services from this solicitation. The proposed contract action is for commercial services for which NAVSUP Fleet Logistics Center Norfolk Contracting Department intends to solicit and negotiate with qualified sources capable of providing the requested services. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This service action is for advertising services for the United States Air Force Band Fall Tour. The period of performance will be from award of contract “ 12 November 2019. Please see attached statement of work (SOW) for in depth details of services required. There are seventeen (17) concert locations and dates within Florida requiring advertising. Specific dates and locations available upon request. Contractor shall provide how they propose to fulfill the requirements, to include the types of media outlets, and the size and number of ads placed during the period of performance. Please review the following applicable attachments: I. Instructions to Offerors II. Statement of Work This announcement will close at 1400 Eastern Standard Time (EST), ON TUESDAY, 27 AUGUST 2019. NO LATER THAN 1400 Eastern Standard Time (EST), ON TUESDAY, 27 AUGUST 2019. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All quotes shall include price(s), a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. The quote shall explicitly confirm that the quoter can meet all of the Technical Requirements and provide all of the Deliverables within the period of performance. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
