- U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 (as supplemented with additional information included in this notice). This posting will be referred to under Request for Quotation (RFQ) Number 140F0719Q0048. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) 2019-05, effective August 13, 2019. This requirement is set aside for small businesses. The North American Industrial Classification System (NAICS) number is 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and the business size standard is 1,250 Employees. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service is requesting quotes to purchase 5 Argos/GSM Implantable GPS Transmitters with the following specifications: ¿ Require quote for 5 Cellular Tracking Technologies (CTT) (OR EQUAL) Argos/GSM Implantable GPS Transmitters. ¿ The IMPLANTABLE GPS Argos/GSM transmitters are being purchased for a collaborative pilot project in 2020 to track the migration patterns of common eider that breed in Arctic Refuge. ¿ Because the eider are relatively small, we require an implantable transmitter package < 70 (preferably < 60) grams able to record GPS locations and transmit them on BOTH GSM and Argos. Devices should be capable to recording GPS locations every 2 hours for ~ 2 years. GSM technology provides lower power use for transmitting data than Argos, but these birds we are marking spend their entire lives in the Arctic seas, so we also require Argos transmission when they are not near a GSM tower (ie a device capable of BOTH Argos and GSM transmission). ¿ Devices must be hermetically sealed in a biologically inert material suitable for coelomic cavity implantation in wild birds. ¿ Devices should have external antennas unless the manufacturer can demonstrate that an internal antennas provide effective transmission when implanted in an eider ¿s coelomic cavity. ¿ Manufacturer must be able to demonstrate they have previously successfully produced Argos/GSM transmitters AND transmitters designed to be implanted in the coelomic cavity of birds. ¿ Devices must be pressure resistant for birds that dive to 30 m. Must provide sufficient data to determine technical equivalency.
