NOTICE OF INTENT TO SOLE SOURCE Page 2 | 2 The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 09/20/2019. The intended Contractor is Early Mobility.Com who will continue phases II-IV (Engagement and Education, pre-Implementation and Go-Live Assistance, and Post-Implementation Support) of VA Loma Linda Healthcare System s (VALLHS) Early Exercise Progressive Mobility Program. Phase I, Gap Analysis, was completed by Early Mobility.Com, and was funded by the Centers for Disease Control/National Institute for Occupational Safety and Health through a collaboration with the Loma Linda Veterans Association for Research and Education and VA Loma Linda Healthcare System. Phase I set the framework for the completion of this project for which Early Mobility is uniquely qualified. To compete this requirement would cause unnecessary delays, and require a duplication of time, money and other resources. The unique qualifications of Early Mobility.Com include: a) significant experience in the Veteran s Health Administration (VHA) initiative for EEPM programs; b) their familiarity with the VA s Strategic Analytics for Improvement Learning (SAIL) measures, specifically Avoidable Adverse Events, Length of Stay and Throughput, and Acute Care Mortality; c) Ability to provide education and training on the VALLHS existing early mobility equipment purchased through a variety of manufacturers. d) experience with Computerized Patient Record System (CPRS) documentation of integrating Early and progressive exercise programs in physician order sets, interdisciplinary documentation of treatment plans and reporting dashboard information from the electronic health record systems; e) previous work with VHA guiding the compliance and integration of EEPM with OSHA, Joint Commission Standards, Office of the Inspection General, SAIL metrics, VHA Safe Patient Handling and Mobility directive, and VHA High Reliability Organization standards. The proposed period of performance to complete phases II-IV shall be from September 16, 2019 through August 31, 2020. The North American Industry Classification System (NAICS) for this requirement is, 541618 Other Management Consulting Services. The Product Service Code for this requirement is R410 Program Evaluation/Review/Development. The estimated value of this contract is $90,000.00 for completion of Phases II-IV. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. Any response to this notice must be received by August 28, 2019 and show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
