- INTRODUCTION The Naval Air Systems Command (NAVAIR), PMA-266 Navy and Marine Corps Multi-Mission Tactical Unmanned Air Systems (UAS) intends to award a sole source contract to Northrop Grumman Mission Systems (NGMS) for the procurement of six (6) Barrett Asymmetric Digital Datalink Computer (BADDC) air assemblies and a quantity of four (4) BADDC ground assemblies to allow the MQ-9 aircraft the ability to operate on the United States Air Force (USAF) communications network. The BADDC system was designed and developed specifically for the USAF and Intelligence Community (IC) to allow control of payloads on the MQ-9 and other intelligence platforms. NGMS is the sole designer, developer, manufacturer, and integrator of the BADDC. The use of another system would cause the United States Marine Corps (USMC) MQ-9 program to have a non-standard configuration for the USMC aircraft, require prohibitive cost and time delay designing and qualifying a new replacement, and would void the Authority to Operate for the aircraft to operate on the USAF satellite communications network causing significant time delays. The Government intends to award to only one source under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Other interested parties may identify their interest and capability to respond to the requirement no later than the response date listed. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible businesses under FedBizOps capable of providing the supplies described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The United States Marine Corps (USMC) has an urgent requirement established in Universal Urgent Needs Statement (UUNS) 177221UC, for a Group 5 UAS for ISR in support of Outside Continental U.S. (OCONUS) USMC Combat Ground Elements. General Atomics-ASI Inc. is currently providing and operating two (2) MQ-9 Reaper aircraft as well as the necessary support systems in the Area of Operations (AO) on a Contractor-Owned, Contractor-Operated basis. To fulfill additional capabilities of this requirement, NAVAIR is configuring the MQ-9 aircraft with payloads that require the BADDC equipment to perform required missions. ANTICIPATED PERIOD OF PERFORMANCE The anticipated delivery will be no later than 30 days after contract award. The anticipated start date will be in FY20. PLACE OF PERFORMANCE Place of Performance: Eastern U.S. Percentage of Total Effort: 100% On-Site Government: 0% Off-Site Contractor: 0% ANTICIPATED CONTRACT TYPE The contract type is anticipated to be Firm Fixed Price (FFP). REQUIRED CAPABILITIES The Government requires the MQ-9 aircraft have the capability to interface with other intelligent platforms and control payloads during missions. The system must meet the following operational and program requirements: 1. Ability to Find, Fix, Finish High Value Targets (HVT) in AO enabling the Capability Production Document (CPD) requirements of cross cueing. 2. Provide flexibility to connect up to 250 Ethernet payloads/IP addresses through existing architecture. 3. Create an Ethernet link between the aircraft and ground control station (GCS) in order to command and control multiple Ethernet and serial payloads simultaneously. 4. Ruggedized router able to provide 4 channels of communication across the asymmetric serial data link with devices either serial or Ethernet, providing for Transmission Control Protocol/Internet Protocol (TCP/IP) capability. 5. Provide extended capabilities for sensors such as Gorgon Stare, Air Handler, and other pods that require two-way communication for command and control. ELIGIBILITY The applicable NAICS code for this requirement is 541512 with a Small Business Size Standard of $27.5M. The Product Service Code (PSC) is 7010. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating ability to perform the tasking listed under the required capabilities. This documentation must address, at a minimum, the following: 1. Notice number from Federal Business Opportunities to which you are responding. 2. Company Name; Company Address; CAGE Code, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. 3. Company profile to include number of employees, annual revenue history, office location(s), DUNS number, business size and a statement regarding current small/large business size status; 4. Prior/current corporate experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the product/services described herein; 5. Type of work has your company performed in the past in support of the same or similar requirement. 6. Can or has your company managed a task of this nature? If so, please provide details. 7. Company's ability to begin performance upon contract award without the requirement for additional negotiations or contract awards to procure rights to start performance for any resultant effort. 8. If qualifying as a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described herein within the period of performance. All responses, including capability statements, shall be submitted no later than 3:30 PM EST, 28 Aug 2019.
