- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance $20.5 M. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services VA Palo Alto Health Care System 3801 Miranda Ave. Palo Alto, CA 94304 has a requirement for a contractor to provide the following: BACKGROUND CenTrak RTLS Asset Tracking systems have been installed and implemented at each VISN 21 In Patient facility except for Las Vegas and Menlo Park. CenTrak utilizes a mixture of components to detect and report Asset Location, including: Room Monitors to locate tagged assets with room level accuracy, Virtual Wall Monitors to locate tagged assets with sub-room/bay level accuracy, Low Frequency (LF) Exciters to report and alert when a tagged asset is leaving the building. All of the Room and Virtual Wall Monitors, as well as most of the LF Exciters are battery powered. These systems have been installed for several years and many components batteries are reporting as having only 30 90 days battery remaining. There are numerous components that are off-line due to fully expired batteries. These components need to be on-line and functional in order for the Asset Tracking systems to perform consistently. For the most part, the VISN 21 Medical Centers are not adequately staffed to monitor the CenTrak components and complete the battery replacement task. This Statement of Work is for the procurement of 121 days of Contractor on-site services and 24 hours of remote off-site services to assist the VISN 21 Medical Centers with CenTrak battery management. PLACE OF PERFORMANCE The CenTrak RTLS Asset Tracking solution is installed and implemented at the following sites: Facility (VAMC) Address Palo Alto VA Medical Center 3801 Miranda Avenue Palo Alto, CA 94304-1290 Livermore VA Medical Center 4951 Arroyo Road Livermore, CA 94550 Sacramento VA Medical Center 10535 Hospital Way Mather, CA 95655 Martinez VA Medical Center 150 Muir Road Martinez, CA 94553 Fresno VA Medical Center 2615 E. Clinton Avenue Fresno, CA 93703 Reno VA Medical Center 975 Kirman Avenue Reno, NV 89502 San Francisco VA Medical Center 4150 Clement Street San Francisco, CA 94121 SCOPE OF WORK The Contractor shall provide the following Asset Tracking battery management services for the VISN 21 places of performance: The Contractor shall have CenTrak staff level access to Connect Pulse (CenTrak Global Monitoring System GMS) Utilizing the CenTrak GMS, for remote monitoring and update of the battery status for Asset Tags, LF Exciters, and Clinical Grade RTLS Infrastructure components. 122 days of on-site services to replace CenTrak batteries, allocated among the Places of Performance based upon the battery status reports provided in CenTrak GMS. Devices and Tags in the 30- and 90-day Load Balancing Index categories shall be managed to be less than 2% of total Devices and Tags. Report of activities for each onsite visit. The Government requests that interested parties provide the following capability information to the Contract Specialist, Olivia Duarte by e-mail at: olivia.duarte@va.gov by close of business August 26, 2019: (a) Business Size (Large/Small) (b) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) (c) SAM record (d) DUNS number (e) Ability and experience with similar projects. (f) List of projects similar in scope. The Government will use this information when determining its business type decision.
