- This is a Sole Source announcement for Amargosa Plant Surveys. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. See below for additional details. SCOPE: The plants of the Amargosa River are vital to the recreational opportunities within the region. By supporting plant conservation, the BLM will ensure that the scenic backdrop (vegetation), valued by hikers, birders, off highway vehicle users, and desert enthusiasts is effectively managed. People from around the world visit this region to enjoy its beauty; it is highly valued largely due to the scenic landscapes of which plants are a primary component. This project will allow the BLM to effectively manage for multiple use, including off highway vehicle use, hiking, and other forms of recreation that occur within and adjacent to wilderness areas and the Amargosa Wild and Scenic River designation by providing information on rare plants and important habitats that should be protected from disturbance. State how the problem relates to a BLM priority (i.e., environmentally-responsible development of energy and minerals; effective management of borderlands; supporting working landscapes; managing multiple-uses on public lands; supporting traditional land uses such as grazing; or providing access to hunting, fishing, and other recreational opportunities on the National Conservation Lands). Local conservation: This project will collect information to establish a baseline that will enable long term conservation of plants that are of local conservation interest and endemic to the Amargosa River (Amargosa niterwort, and Ash Meadows gumplant). This project will also provide important habitat information to advance conservation of rare and endemic animals such as the Amargosa vole. Regional conservation: This Amargosa River is a focal point of conservation for the Mojave Desert ecoregion due to the unique aquatic habitats that occur here. Conservation objectives that are implemented during this project can be applied to other desert wetland ecosystems across the Mojave Desert ecoregion. National conservation: The Amargosa River is recognized globally and nationally as a region with high endemism and irreplaceable biodiversity. It contains a suite of endemic species that occur in wetland and aquatic habitats and are vulnerable to ecological change. Six federally listed plant and animal species occur within the 26-mile-long segment of the Amargosa Wild and Scenic River designation: Amargosa vole (Microtus californicus scirpensis), least Bell's vireo (Vireo belli pusillus), southwestern willow flycatcher (Empidonax traillii extimus), Amargosa niterwort (Nitrophila mohavensis), the Ash Meadows gumplant (Grindelia fraxinipratensis) and the spring-loving centaury (Zeltnera namophila). This project will advance the mission of the Endangered Species Act to inform recovery actions for three listed animal species and three listed plant species thereby advancing national conservation issues.
