- Description
- The United States Environmental Protection Agency (EPA), Mid-Continent Ecology Division in Duluth, Minnesota has a requirement for toxicological and ecological research support services. The Government anticipates the award of an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Time and Materials and Firm Fixed Price task orders, over a 5 year order period. This acquisition supports the following goals: Addressing Climate Change and Improving Air Quality, Protecting America ¿s Waters, Cleaning Up Communities and Advancing Sustainable Development, Ensuring the Safety of Chemicals and Preventing Pollution. This acquisition also supports the EPA ¿s Chemical Safety for Sustainability (CSS) Research Program which is leading the development of innovative science to support safe and sustainable selection, design, and use of chemicals and materials required to promote ecological well-being, including human and environmental health as well as to protect vulnerable species, lifestages, and populations. The ultimate goal is to enable EPA to address impacts of existing chemicals, anticipate impacts of new chemicals and materials, and evaluate complex interactions of chemical and biological systems to support EPA ¿s decisions. The services to be performed are: (1) On-site technical support to MED facilities in Duluth, Minnesota, and (for short periods) at of-site and remote field sites within the United States and including minimal international travel to attend international meetings and symposia to present scientific information and papers or to gather information considered useful in completing task orders under this contract; and (2) Chemical, physical, biological, biochemical, statistical, geographical, and other standardized analyses. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, supplies and vehicles in support of the efforts delineated by the Performance Work Statement (PWS). The DRAFT PWS is attached with this notice. The EPA intends to award a single contract with an ordering ceiling of $10 million. This acquisition is being conducted as a competitive 8(a) set-aside in accordance with Section 8(a) of the Small Business Act and FAR Subpart 19.8. The requirement will be awarded using FAR part 15 procedures. The North American Industry Classification System (NAICS) code is 541715 Research and Development in the Physical, Engineering in the Life Sciences it is anticipated the solicitation will be available in early September 2019.
