Description
Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to issue a hybrid cost-plus-fixed-fee (CPFF) and firm-fixed-priced (FFP) indefinite-delivery/indefinite-quantity (IDIQ) on a sole source basis to BAE Systems, Land & Armaments L.P., 4800 E. River Rd., Minneapolis, MS 55421-1402. This IDIQ will provide specialized engineering and technical support services for the MK 13 and MK 26 GMLS programs. The effort will include requirements related to emergent problem resolution, evaluation of system deterioration, resolution of diminishing part manufacturing, engineering systems reliability improvements, system engineering documentation and repair support. NSWC PHD intends to award the IDIQ pursuant to 10 U.S.C. 2304(c)(1). Full and open competition need not be provided for when the supplies or services required are available from only one responsible source, or only from a limited number of responsible sources and no other type of supplies or service will satisfy agency requirements. Interested parties may identify their interest and capability to respond to the requirement or submit capability statements to Christopher Seto, via e-mail to christopher.seto@navy.mil, with a copy sent to John Carhart at john.carhart@navy.mil by 14:00 Pacific Standard Time (PST) on 9 September 2019. While this notice of intent is not a request for proposals, the Government will consider all capability statements received before the response date. A determination by the Government not to compete this proposed requirement based on received responses to this notice is solely within the discretion of the Government. The information received will be used for the sole purpose of determining whether or not a competitive procurement should be conducted. The Government will not compensate any respondents of this synopsis for any information received or any costs incurred in preparing information for, participating in meetings with, or engaging in discussions with the Government.
