Description
Naval Information Warfare Center (NIWC) Atlantic intends to award a sole-source contract to QTech Solutions, Inc., 255 Rincon Street, Suite 219, Corona, CA 92879-1372, to procure Q-Star Obsolescence Management Suite: 1) P/N: Q-STAR Suite - DESCRIPTION: Q-Star Obsolescence Management Suite Renewal; QTY: 1 Q-Star suite has been used since 2014 supporting the Naval Information Warfare Center (NIWC) Atlantic logistics competency specifically along with engineers to determine Commercial off the Shelf (COTS) equipment life cycles. The tool currently under the N65236-18-P- 0102 contract is available to all NIWC Atlantic Government employees. The tool provides useful data to logisticians in concert with engineers and program decision makers regarding End of Sales, End of Service life, replacement parts, and availability for specific Lowest Replaceable Units (LRUs). Q-Star suite already has years of Diminishing Manufacturing Sources and Material Shortages (DMSMS) research on the specific Bill of Materials (BOMs) for multiple programs at NIWC Atlantic. This research is critical to provide the availability, specifications, and replacement trends for hardware approved for use by USMC and Navy Program Offices, Information Assurance (IA), and requirements management. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with a single source under authority of FAR 13.106-2. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
