Description
THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY This Sources Sought is for identifying companies or institutions that can meet the following Bureau of Reclamation Requirements. The purpose of this work is to obtain support of Baseline Assessments. The Baseline Assessments are an ongoing activity under the WaterSMART Basin Study Program. This Baseline Assessment will be included in the 2021 SECURE Report to Congress. Reclamation ¿s Technical Service Center (TSC) and other project partners will work to assist in the development of tools and information based on hydroclimate reconstructions that can be used to understand the natural variability in climate, water supply, and water demand for the 2021 SECURE Water Baseline Assessments. The full project encompasses four primary tasks: (1) evaluate risk to water deliveries and other resources using streamflow reconstructions; (2) evaluate dry (wet) period characteristics using available reconstructions of streamflow and Palmer Drought Severity Index (PDSI); (3) analyze risk of drought using a calculation of storage deficit index by watershed (river basin); and (4) analyze probability of shifting between a wet state or dry state using reconstructions of streamflow and PDSI. Interested Parties must process a knowledge base in the generation of streamflow reconstructions from tree rings specific to the Western United States. They should also have experience in work with the Bureau of Reclamation on previous studies and published previous reports related to this requirement. The time to complete the required report is October 2020. Interested parties must have the resources to meet the time schedule and provide any required follow up as requested by Reclamation. The following four specific task areas have been identified for completion: ¿ Task 1. West-wide risk assessment using palaeohydrology ¿ Task 2. Dry and wet spell analysis ¿ Task 3. Storage/deficit ratio analysis ¿ Task 4. Regime shift analysis and decadal predictability This RFI shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this RFI or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned.
