- The U.S. Bureau of Reclamation (BOR), Upper Colorado Region (UCR) has a requirement for the replacement of AC/DC Distribution Panels and retrofitting of 452 Breakers at the Elephant Butte Field Division near Truth or Consequences, NM. This requirement is being procured in accordance with Federal Acquisition Regulations (FAR) Part 12- Acquisition of Commercial Items in conjunction with Part 13.5- Simplified Procedures for Certain Commercial Items, as a 100% small business set aside. The BOR intends to issue a competitive, firm-fixed price, supply with installation solicitation for this requirement. SOLICITATION RELEASE DATE: The release date for the formal solicitation number 140R4019Q0076 is anticipated for late August of 2019. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO website for any amendments, updates, responses to questions and answers. PROJECT DESCRIPTION: The Bureau of Reclamation (BOR), Elephant Butte Field Division (EBFD) has a need to replace the Alternating Current (AC)/Direct Current (DC) Distribution Panels and 452 Breakers in the power plant. The Elephant Butte Dam and Power Plant are located at 4696 HWY 51, E Third Ave (HC32 Box 312) Truth or Consequences, NM 87901. The AC/DC Distribution Panels and 452 Breakers at Elephant Butte Power Plant are over forty years old and replacement parts such as the various breakers are no longer available. The Contractor shall provide all the necessary expertise, labor, tools, and test equipment to furnish, install, and replace the outdated AC/DC distribution panel boards and retro-fit the outdated 452 breakers. This work shall include the disposal of all old and replaced breakers, panels, switch gear, and other waste material produced throughout the installation process. The onsite work for the AC/DC Distribution Panels and 452 Breakers shall take place after the BOR's high-water flows have ended, which is approximately on or about 1 October 2019. The anticipated completion date for the delivery and installation of this project is projected to be on or before 1 February 2020; with the period of performance for the work to take place between 1 October 2019 through 1 February 2020. NAICS & SIZE STANDARD: The North American Industry Classification System (NAICS) code for this project is 335313- Switchgear and Switchboard Apparatus Manufacturing, with a small business size standard of no more than 1,250 employees. The Product Service Code (PSC) is 6110- Electrical Control Equipment. SYSTEM FOR AWARD MANAGEMENT: The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered and maintain an active registration in the SAM database, found at http://www.sam.gov, in order to be considered for a Government contract award.
