Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 15 Contracting by Negotiation. The Department of the Interior (DOI), the Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), intends to competitively award a Firm-Fixed Price (FFP) type of contract as a result of this notice for a project entitled, ¿Gulf of Mexico Region (GOMR) Coastal Ambient Air Quality Monitoring: A Pilot Study ¿. The BSEE Acquisition Operations Branch is the contracting office for this procurement and the resulting contract administration. This requirement is 100% set aside for small businesses. All potential Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov in order to receive Federal Government awards. The applicable NAICS Code is 541620, Environmental Consulting Services. The period of performance of the resultant contract is expected to be sixty (60) months from the date of award. BACKGROUND: The 1990 Clean Air Act Amendments (CAAA) requires the U.S. Environmental Protection Agency (USEPA) to set the National Ambient Air Quality Standards (NAAQS) for common air pollutants considered harmful to public health and the environment. The CAAA requires the USEPA to review the NAAQS periodically to ensure they provide adequate health and environmental protection, and to update those standards as necessary. The USEPA has set NAAQS for the following six criteria air pollutants: carbon monoxide (CO), lead (Pb), nitrogen dioxide (NO2), ozone (O3), particulate matter (PM), and sulfur dioxide (SO2). Particulate matter is further separated into particulate matter with an aerodynamic diameter of less than or equal to 10 micrometers (PM10) and particulate matter with an aerodynamic diameter of less than or equal to 2.5 micrometers (PM2.5). The current levels of the NAAQS are listed at: https://www.epa.gov/criteria-air-pollutants/naaqs-table. Furthermore, the precursor pollutants are also important to consider when examining how the precursors contribute to a criteria air pollutant level. Current Need: The BOEM needs to determine if the activities authorized under the Outer Continental Shelf Lands Act (OCSLA) are in compliance with the NAAQS. OCSLA under section 5(a)(8) requires compliance with the NAAQS pursuant to the Clean Air Act (42 U.S.C. 7401 et. seq.). NAAQS cover six common criteria air pollutants that are considered harmful to the public. Ambient air quality monitoring data currently available and provided by the federal, state, local, and tribal agencies do not fulfill completely BOEM ¿s needs to gain a better understanding of offshore air pollutant transport and its impacts. This information is important for conducting environmental assessments for the National Environmental Policy Act (NEPA) and to help BOEM evaluate air quality model predictions that have been used to determine compliance with the NAAQS. As such, the BOEM requires a GOMR Coastal Ambient Air Quality Monitoring Program Study. STUDY OBJECTIVES: The objectives of this study are: 1. Develop the QMP and QAPP documents and receive approval by the USEPA before meteorological and air pollutant concentration measurements are initiated. The QAPP should include a site assessment and air pollutant assessment. 2. To measure appropriate meteorological conditions and air pollutant concentrations for NO2, SO2, PM10, PM2.5, CO, and/or O3 and their precursors as approved in the QMP and QAPP. 3. Determine whether the measured criteria air pollutants are below or above the NAAQS. If above the NAAQS, analyze meteorological conditions to determine if impacts occurred due to onshore or offshore sources. 4. Use the study results to determine whether BOEM needs an expanded network and provide recommendations for an expanded coastal monitoring program; this should include an evaluation of the feasibility of an expanded coastal ambient air quality monitoring network to determine logistical issues and how they can be managed to establish a larger monitoring network. 5. Evaluate and summarize how the data supplied by this study and existing monitoring data compared to the predicted modeling results from the Air Quality Modeling in the Gulf of Mexico study and results from the Use of Satellite Data for Offshore Air Quality Applications study. 6. Evaluate correlations between meteorological conditions and air pollutant concentration data, long-term trends, and temporal and spatial data supplied from this study and existing monitoring data.
