Description
Request for Information (RFI) for Architectural and Engineering Services BPA The Bureau of the Fiscal Service (FS) on behalf of the Armed Force Retirement Home (AFRH) is requesting that qualified vendors respond to this Request for Quote (RFI) number RFI-AFRW-19-052. This RFI will be used to establish a vendor source pool, based on responses, for solicitation of an Architectural and Engineering Services BPA. You must Opt IN/OUT for the full solicitation no later than August 26, 2019 before 10:00am ET. This Opt IN/OUT period is Phase I of an anticipated solicitation. This solicitation will be 100% set aside for small business. The government reserves the right to drill down further to set aside for one of the small business socio-economic entities prior to solicitation in accordance with FAR 19 guidelines. No questions will be received, or answered, at this time. The full solicitation will be provided to the selected source pool once it has been established. This notice serves as the notice of opportunity for establishment of an Architectural and Engineering BPA and subsequent BPA Orders. Vendors must provide an answer YES/NO to each of the seven GO/NO GO questions in the Factor 1: Technical Acceptability questions listed below within your Opt IN/OUT response. Opt IN/OUT responses shall be sent electronically to Purchasing@fiscal.treasury.gov with a subject line of: ATTN - DH/PW ARCH/ENG BPA Opt IN/OUT. Your option choice must be submitted by the above deadline. You may Opt OUT by choice; or if we receive no response by the dead-line your company will be considered an Opt OUT. Draft Solicitation information 2. Purpose. The Contractor shall provide the Armed Forces Retirement Home - Washington, DC with Architect & Engineering services. The work consists of specific architectural and engineering services for a continuing care retirement community to include, but not limited to, feasibility study, concept design, plans and specifications, construction cost estimates, field engineering investigation, new building and renovation work, construction management and bridging documents for design/build for the Armed Forces Retirement Home (AFRH). 3. Scope. This is a multi-disciplined Architect-Engineer Blanket Purchase Agreement (BPA) that requires many capabilities. The Professional Architect-Engineer capabilities include, but are not limited to, creating and/or providing designs, reports, and/or consultations for, but not limited to, the following construction categories: interior, civil, structural, mechanical, electrical, plumbing, IT, geotechnical, food service, and landscaping. The Architect-Engineer Contractor shall provide additional services related or required for design, reports, or construction on remodels, renovations, alterations, modifications, or new construction. These additional services include, but are not limited to, surveying, cost estimating, historic preservation consulting, construction management, review of designs and studies by others, architectural and engineering inspections during construction, consulting in the field of housing and health care for the aging, and bridging documents for design/build for the Armed Forces Retirement Home (AFRH). In all designs and reports the Architect-Engineer Contractor shall take into consideration availability of materials, price reasonableness, and cost-effectiveness. Where sensible and feasible for the design or report, the Architect-Engineer Contractor shall specify in the construction design specifications or report documentation energy conservation, pollution prevention, use of the maximum practical amount of recovered materials consistent with the performance requirements, and waste reduction to the maximum extent practicable in developing the construction design specifications.
