Description
*** Please submit offers, technical questions, and any other requested correspondence, in writing (email) only to kelcey.cole@nasa.gov *** This announcement constitutes a combined synopsis/solicitation. Offers are being requested at this time; a separate solicitation shall not be issued. This solicitation is being issued as a Request for Quotations (RFQ) for HR-1-AM-R3 Alloy Rotary Atomized Powder. Please reference the attached specification sheet for additional information related to this requirement. To be considered technically acceptable, all offers are to be "same as or equal to" the requirements referenced therein. This action is being set-aside for Total Small Business only. The NAICS Code and Standard Size for this procurement is 331221/1000 respectively. All responsible sources may submit an offer which shall be considered by the agency. Any award from this RFQ shall require the potential vendor to be certified within the Online System for Award Management (SAM) at www.sam.gov prior to award. Delivery shall be FOB Destination to MSFC, Central Receiving, Bldg 4631, MSFC, AL. Please list any shipping charges that may apply on offer. Interested Organizations may submit their offers to this effort in writing to Kelcey Cole at kelcey.cole@nasa.gov not later than 4:00PM CST on August 22, 2019. It must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (OCT 2018) Instructions to Offerors-Commercial Items, which is incorporated by reference. FAR 52.212-4 (OCT 2018) Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (MAY 2019) Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and are attached to this solicitation. The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.html The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Selection and award shall be made to the lowest priced, technically acceptable offer. Technical acceptability shall be determined by review of information submitted by the offeror which shall provide a description in sufficient detail to show that the product offered meets the Government's requirement per the attached items specifications sheet. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84 Ombudsman (Nov 2011), is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Potential offerors will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). Technical questions to this solicitation will be accepted until 11:00AM CST August 20, 2019. This Request for Quote (RFQ) should not be construed as authorization to start work, nor does it commit the Government to pay any costs incurred in the preparation or submission of your proposal. This RFQ does not commit the Government to contract for this effort; further, the Government reserves the right to reject your proposal.
